APPROVING THE METHODOLOGY
FOR COMPILING THE PHILIPPINE TOURISM SATELLITE ACCOUNTS

WHEREAS, tourism has a significant role and impact on the social and economic development and environmental and cultural landscape of the country, and is identified as one of the growth strategies in the 2004-2010 Medium-Term Philippine Development Plan, specifically, in the creation of jobs as laid out in the current administration’s Ten-Point Agenda;

WHEREAS, tourism is integrated in many different economic sectors and thus serves as a key growth engine by propagating business activities, stimulating infrastructure and services development, and generating jobs and income;

WHEREAS, there is a need to measure the economic contribution of tourism to provide basis for effective and efficient policy research, monitoring, analysis and development of the tourism industry;

WHEREAS, NSCB Memorandum Order No. 3, Series of 1997, created the Interagency Committee on the Development of a Satellite Accounts on Tourism (IACDSAT) to provide direction and support in the development of a satellite account on tourism;

WHEREAS, in 1999 and under the guidance of the IACDSAT, the National Statistical Coordination Board (NSCB), in collaboration with the Department of Tourism (DOT), prepared and released the interim results of the Philippine Tourism Satellite Accounts (PTSA), covering the years 1994 and 1998;

WHEREAS, the IACDSAT was subsequently reconstituted and renamed as the Interagency Committee on Tourism Statistics (IACTS) through NSCB Memorandum Order No. 011, Series of 2003, and its terms of reference expanded to address the concerns on the improvement of tourism statistics and tourism satellite accounts;

WHEREAS, the DOT and NSCB continued to collaborate and developed a methodology for the compilation of the PTSA using as references the World Tourism Organization’s Tourism Satellite Accounts: Recommended Methodological Framework (TSA: RMF), and International Recommendations on Tourism Statistics (IRTS);

WHEREAS, using the methodology, the NSCB Technical Staff came up with the PTSA 2000-2007 estimates;

WHEREAS, the IACTS reviewed the PTSA methodology and taking note of the data limitations, agreed to endorse for approval by the Board the methodology for compiling the PTSA (Annex BR-06-2009-01);

WHEREAS, to address the issue on data limitations, the IACTS requested the Board to enjoin all concerned agencies in providing the necessary support to the regular compilation of the PTSA;

WHEREAS, the IACTS can recommend the designation of the HSDV in view of its significance as vital source of data on the PTSA, subject to the criteria for designating statistics;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve the methodology for the compilation of the Philippine Tourism Satellite Accounts:

BE IT RESOLVED FURTHER, that the Board:

  • endorse the budget for the continued improvement of PTSA, being compiled by the NSCB Technical Staff and the DOT, and for the conduct of the required surveys, including the Household Survey of Domestic Visitors (HSDV), to the Department of Budget and Management (DBM); and,
  • enjoin the data source agencies, such as NSO and DOT, among others, as well as the private sector, to provide data support and improve their data collection system, particularly the data needed in the PTSA compilation.
