Preliminary results of the Monthly Integrated Survey of Selected Industries (MISSI) for September 1998 indicated a year-on-year decline in both production and sales in the manufacturing sector. Value and volume of production decreased by 7.8 percent and 16.4 percent, respectively, from September 1997. Sales value and volume also fell by 5.1 percent and 16.0 percent, respectively.
The drop in production was largely attributed to the declines posted by transport equipment and construction-related sectors, namely: basic metals, chemicals, non-metallic mineral products and wood & wood products.
Transport equipment decreased year-on-year by 46.9 percent in value and 53.1 percent in volume of production. Corresponding net sales declined by 60.1 percent in value and 66.0 percent in volume.
Value of production of basic metals dropped by 21.0 percent, largely due to the 26.0 percent decline in iron & steel subsector. Volume of production of basic metals decreased by 29.5 percent.
Chemicals posted a 1.9 percent drop in production value, mainly due to the decline of 46.7 in the paints subsector. The sectoral volume of production also recorded a 15 percent drop during the period.
Non-metallic mineral products, which include among others cement and glass and glass products, recorded drops of 34.8 percent in value and of 27.4 percent in volume of production.
Wood & wood products, despite the decreases of 8.3 percent in value and 11.1 percent in volume of production, posted increases of 4.2 percent and 37.6 percent in sales value and volume, respectively.
Gainers in terms of both value and volume of production were petroleum refineries, food, paper & paper products, and beverage.
Petroleum increased year-on-year by 13.6 percent in value and 16.6 percent in volume of production. Net sales however dropped by 24.3 percent in terms of value and 23.7 percent in terms of volume during the same period. Low sales of jet fuel due to the temporary closure of PAL as well as weak local demand were the main reasons for the decline in sales.
The capacity utilization (defined as the ratio of output to the maximum rated capacity of the plant) as reported by responding firm/establishments in September 1998 showed that those operating below 70 percent capacity were 39.4 percent of total compared to 31.3 percent last year. Plants operating at full capacity (90% - 100%) comprised 16.8 percent of total respondents compared to 18.9 percent last year. There were mixed month-on-month signals though. Those operating below 70 percent capacity decreased slightly from 39.9 percent in August while those operating at 90-100 percent capacity increased from 15.6 percent.
These results were based on the response of 373 firms and establishments which comprised 67.8 percent of the 550 sample enterprises covered by the survey.

VALUE OF PRODUCTION
Year-on-year
Year-on-year decreases were observed in 7 out of 16 major sectors which led to a 7.8 percent decline in the value of production. Posting the biggest drop among the sectors was transport equipment which declined by 46.9 percent due to weak demand for cars and spare parts. Other sectors that posted year-on-year decreases were basic metals (-21.0%), non-metallic mineral products (-34.8%), wood & wood products (-8.3%), and chemicals (-1.9%).
On the other hand, food manufacturing continued to post double-digit increases in value since early this year, with a year-on-year growth of 19.0 percent. Increased production in coconut products and vegetable and animal oils and fats subsectors contributed significantly to the growth in the food sector. This was followed by petroleum products (13.6%), paper & paper products (38.3%), electrical machinery (6.3%) due to the increase in microcircuits and electrical appliances, wearing apparel (7.7%), textile (4.2%), and beverage (7.6%).
Month-on-month
On a month-on-month basis, the value of production slightly decreased by 0.4 percent. Ten sectors suffered declines led by food manufacturing which dropped by 10 percent. The decline was largely attributed to the 100 percent decrease in the production of milled & refined sugar. Other sectors that significantly contributed to the negative performance were non-metallic mineral products (-18.2%), chemicals (-4.0%), transport equipment (7.0%), wood & wood products (-6.9 %), textile (-3.4%), paper & paper products (-3.9%), and furniture & fixtures (-3.8%).
On the other hand, six sectors posted increases led by petroleum products (13.8%), basic metals (19.0%), wearing apparel (11.7%), beverage (2.1%), rubber products (2.0%) and electrical machinery (0.1%).

VOLUME OF PRODUCTION
Year-on-year
The volume of production index (VoPI) for manufacturing declined by 16.4 percent due to decreases in twelve out of 16 sectors led by transport equipment which dropped by 53.1 percent. Other sectors which largely contributed to the downward pull on overall VoPI were wearing apparel (-35.9%), basic metals (-29.5%) and chemicals (-15.0%).
On the other hand, leading sectors that registered growths were petroleum refineries (16.6%), food manufacturing (3.2%), paper & paper products (15.9%) and beverage (0.3%).
Month-on-month
On a monthly basis, ten sectors registered declines leading to a 0.7 percent drop in VoPI. Food manufacturing which declined by 9.9 percent contributed largely to the decrease in overall VoPI. Other sectors that significantly contributed to the downward pull of the overall month-on-month growth were non-metallic mineral products (-21.2%), chemicals (-4.3%) and transport equipment (-8.3%).
On the other hand, six sectors registered increases led by petroleum refineries with a 13.3 percent increase, followed by basic metals (19.7%), wearing apparel (12.3%), beverage (2.1%), rubber products (1.9%) and electrical machinery (0.2%).

VALUE OF NET SALES
Year-on-year
The value of net sales for September 1998 dropped by 5.1 percent compared to last year. Ten sectors posted decreases led by petroleum products which dropped by 24.3 percent. Other sectors that recorded declines were transport equipment (-60.1%), chemicals (-15.3%), paper & paper products (-30.5%), non-metallic mineral products (-23.8%), basic metals (-11.0%), food manufacturing (-2.0%), tobacco (-19.4%), beverages (-1.4%), and furniture & fixtures (-2.9%).
On the other hand, six sectors posted growths. Electrical machinery registered the biggest growth of 37.7 percent. Other sectors that posted increases were wood & wood products (42.0%), wearing apparel (14.4%), textile (8.0%), miscellaneous manufactures (35.3%), and rubber products (2.1%).
Month-on-month
On a month-on-month basis, the value of net sales grew by 4.1 percent over the previous month with petroleum products registering the biggest increase of 26.7 percent. Other sectors posting increases were electrical machinery (12.9%), food manufacturing (6.6%), rubber products (35.7%), furniture & fixtures (77.7%), beverages (9.8%), paper & paper products (3.9%), textile (2.1%), non-metallic mineral products (0.9%), and miscellaneous manufactures (0.7%).
On the other hand, six sectors posted month-on-month decreases on their net sales value: basic metals (-24.1%), chemicals (-18.1%), wood & wood products (-28.8%), transport equipment (-16.4%), wearing apparel (-4.3%) and tobacco (-23.6%).

Year-on-Year
The volume of net sales for September 1998 posted a decline of 16.0 percent over last year. Decreases were posted by twelve sectors. Petroleum products posted the largest decrease of 23.7 percent, followed by food manufacturing (-15.0%), transport equipment (-66.0%), chemicals ( -27.0%), wearing apparel (-31.9%), paper & paper products (-41.8%), basic metals (-17.7%), non-metallic mineral products (-20.6%), textile (-4.2%), beverages (-8.1%), furniture & fixtures (-8.0%), tobacco (-23.4%), and rubber products (-2.6%).
On the other hand, three sectors posted increases led by electrical machinery with 18.1 percent. Other sectors that posted increases were wood & wood products (37.6%), and miscellaneous manufactures (15.4%).
Month-on-Month
On a month-on-month basis, the volume of net sales increased by 2.5 percent over the previous month. Petroleum products led the growth among the sectors with 19.5 percent, followed by electrical machinery with 12.9 percent. Other sectors recording growth were food manufacturing (6.7%), rubber products (35.5%), furniture & fixtures (77.7%), beverages (9.8%), paper & paper products (3.9%) and textile (0.9%).
On the other hand, sectors that posted decreases were basic metals (-24.1%), chemicals (-18.5%), wood & wood products (-28.8%), transport equipment (-17.5%), wearing apparel (-3.7%), tobacco (-23.6%), non-metallic minerals (-0.1%) and miscellaneous manufactures (-0.6%).
