CPI-Bottom-30%

1. Philippines

The country’s inflation for the bottom 30% income households continued its downtrend as it decelerated further to 2.7 percent in February 2022, from 3.2 percent in January 2022. It was posted at 5.5 percent in February 2021. (Table A and Figure 1)

This brings the year-to-date inflation for this particular group of consumers at the national level to 2.9 percent.

The deceleration in the inflation for the bottom 30% income households was primarily due to the slower annual growth rate in the index of food and non-alcoholic beverages at 2.1 percent during the month, from 3.1 percent in the previous month.

Likewise, slower annual increases were recorded in the indices of the following commodity groups during the month:

a. Alcoholic beverages and tobacco, 4.5 percent;
b. Clothing and footwear, 2.1 percent;
c. Furnishing, household equipment and routine maintenance of the house, 2.1 percent;
d. Health, 2.6 percent; and
e. Restaurant and miscellaneous goods and services, 3.2 percent.

However, annual increments were higher in the indices of housing, water, electricity, gas, and other fuels at 4.1 percent; transport, 3.1 percent; and recreation and culture, 1.8 percent.

The rest of commodity groups retained their previous month’s annual growth rates. (Tables 3 and 4)

Food inflation for the bottom 30% income households at the country level slowed down to 2.3 percent in February 2022, from 3.3 percent in January 2022. Inflation for food in February 2021 was registered at 5.8 percent. (Table 7)

Slower annual increases were posted in the indices of the following food groups during the month:

a. Rice, 0.7 percent;
b. Corn, 11.7 percent;
c. Meat, 6.0 percent; and
d. Fish, 3.5 percent;

Moreover, annual decline was still observed in the index of vegetables at -3.8 percent, from -3.5 percent in January 2022.

On the contrary, annual increments were faster in the indices of the following food groups during the month:

a. Other cereals, flour, cereal preparation, bread, pasta and other bakery products, 2.6 percent;
b. Milk, cheese and egg, 1.5 percent;
c. Oils and fats, 6.2 percent;
d. Fruits, 1.8 percent; and
e. Sugar, jam, honey, chocolate and confectionery, 6.9 percent

The index for food products not elsewhere classified remained at 0.3 percent. (Table 5)

CPI-Bottom-30%

2. National Capital Region (NCR)

Inflation of consumer items for the bottom 30% income households in NCR increased to 1.2 percent in February 2022, from zero percent annual growth rate in January 2022. Inflation in the area was posted at 6.0 percent in February 2021. (Tables A and 3)

Annual upticks were higher in the indices of the following commodity groups during the month:

a. Clothing and footwear, 0.7 percent;
b. Health, 1.6 percent;
c. Transport, 2.2 percent;
d. Communication, 1.2 percent; and
e. Restaurant and miscellaneous goods and services, 2.2 percent

On the other hand, inflation for alcoholic beverages and tobacco recorded a deceleration at 5.0 percent in February 2022.

Moreover, food and non-alcoholic beverages index recorded an annual decline of -0.1 percent during the month, which was lower than its previous month’s annual drop of -2.4 percent.

The annual growth for the rest of the commodity groups remained at their previous month’s rates. (Tables 3 and 4)

3. Areas Outside NCR (AONCR)

Following the same trend of the national level, inflation for the bottom 30% income households in AONCR also dropped to 2.7 percent in February 2022, from 3.4 percent in January 2022. In February 2021, annual increase was posted at 5.5 percent. (Tables A and 3)

Slower annual increments were recorded in the indices of the following commodity groups in February 2022:

a. Food and non-alcoholic beverages, 2.2 percent;
b. Alcoholic beverages and tobacco, 4.5 percent;
c. Clothing and footwear, 2.2 percent;
d. Health, 2.6 percent; and
e. Restaurant and miscellaneous goods and services, 3.2 percent.

On the other hand, faster annual growths were observed in the indices of housing, water, electricity, gas, and other fuels at 4.2 percent; transport, 3.1 percent; and recreation and culture, 1.8 percent. The rest of the commodity groups moved at their previous month’s rates. (Tables 3 and 4)

Relative to their inflation in February 2022, 10 regions in AONCR exhibited lower annual gains. Region VI (Western Visayas) had with the lowest inflation at 0.8 percent while Region XI (Davao Region) had the highest annual rate at 5.4 percent. (Table 4)
