Bottom 30%

The country’s inflation for the bottom 30% income households was still on a downward trend as it decelerated further to 4.2 percent in November 2021, from 4.8 percent in October 2021. It was recorded at 3.6 percent in November 2020.

The Philippines’ average inflation for this income group of consumers from January to November 2021 posted at 4.8 percent. (Table A and Figure 1)

The slower annual rates in the indices of food and non-alcoholic beverages at 4.2 percent; and alcoholic beverages and tobacco at 7.7 percent pushed down the overall inflation during the month.

Meanwhile, the indices of the following commodity groups recorded higher annual increments in November 2021:

a. Housing, water, electricity, gas, and other fuels, 4.1 percent;
b. Furnishing, household equipment and routine maintenance of the house, 1.9 percent;
c. Transport, 5.1 percent; and
d. Education, 1.0 percent.

The indices of the rest of the commodity groups retained their previous month’s annual growth rates. (Tables 3 and 4)

Inflation for food for the bottom 30% income households at the national level deccelerated further to 4.2 percent in November 2021, from 5.4 percent in October 2021. In the same month of 2020, inflation for food was noted at 3.0 percent. (Table 7)

The index of food products not elsewhere classified exhibited an annual decline of -0.1 percent during the month. This was, however, lower compared with its annual drop of -0.6 percent in the previous month.

Annual hike in the index of vegetables was slower at 1.7 percent in November 2021, from its double-digit annual rate of 12.7 percent in October 2021. In addition, annual upticks also slid in the indices of meat at 13.3 percent; and fish, 8.0 percent.

On the contrary, annual increments were higher in the indices of the following food groups during the month:

a. Rice, 0.9 percent;
b. Corn, 11.5 percent;
c. Oils and fats, 6.6 percent;
d. Fruits, 4.0 percent; and
e. Sugar, jam, honey, chocolate and confectionery, 2.5 percent.

The rest of the food groups such as other cereals, flour, cereal preparation, bread, pasta and other bakery products; and milk, cheese and eggs retained their previous months’ annual growth rates. (Table 5)

2. National Capital Region (NCR)

Similary, inflation of consumer items for the bottom 30% income households in NCR eased further to 1.5 percent in November 2021, from 3.0 percent in October 2021. Inflation for this particular group of consumers in the region in November 2020 was higher at 6.2 percent. (Tables A and 3)

Annual increase in the index for food and non-alcoholic beverages at 0.1 percent in November 2021 was lower relative to its annual rate of 3.2 percent in the previous month. The annual increment in alcoholic beverages and tobacco index also slowed down to 10.1 percent during the month.

However, annual upticks were higher in the indices of the following commodity groups in November 2021:

a. Housing, water, electricity, gas, and other fuels, 3.5 percent;
b. Furnishing, household equipment and routine maintenance of the house; and recreation and culture, both at 0.7 percent;
c. Health, 2.2 percent;
d. Transport, 1.7 percent; and
e. Restaurant and miscellaneous goods and services, 1.9 percent

The indices of the rest of the commodity groups such as clothing and footwear; communication; and education retained their previous month’s annual growth rates. (Tables 3 and 4)

3. Areas Outside NCR (AONCR)

Following the same trend as the national level and in NCR, inflation for the bottom 30% income households in AONCR slippped further to 4.3 percent in November 2021, from 4.9 percent in October 2021. Inflation for the bottom 30% income households in AONCR was recorded at 3.6 percent in November 2020. (Tables A and 3)

Slower annual increases were observed in the indices of food and non-alcoholic beverages at 4.3 percent; alcoholic beverages and tobacco at 7.6 percent; and clothing and footwear at 2.5 percent.

On the contrary, annual increments were higher in the indices of the following commodity groups during the month:

a. Housing, water, electricity, gas, and other fuels at 4.1 percent;
b. Furnishing, household equipment and routine maintenance of the house, 1.9 percent;
c. Transport, 5.2 percent; and
d. Education, 1.0 percent.

The indices of the remaining commodity groups retained their previous month’s annual growth rates. (Tables 3 and 4)

Ten (10) regions in AONCR exhibited lower inflation for the bottom 30% income households in November 2021. The lowest inflation during the month was still observed in BARMM (Bangsamoro Autonomous Region of Muslim Mindanao) at 2.3 percent, while the highest inflation was seen in Region XII (SOCCSKSARGEN) at 6.2 percent.
