APPROVING AND ADOPTING THE OFFICIAL CONCEPTS AND DEFINITIONS FOR STATISTICAL PURPOSES
FOR THE HEALTH AND NUTRITION SECTOR – BATCH 4

WHEREAS, Executive Order No. 121 mandated the NSCB to prescribe standard concepts and definitions to ensure harmonization and comparability in the generation of official statistics in the country for national and subnational development planning;

WHEREAS, the prescription of standard concepts and definitions for statistical purposes would allow for comparability of statistics across national and international boundaries;

WHEREAS, the various NSCB interagency committees on statistics are working towards the formulation of official concepts and definitions for statistical purposes based on the following criteria:  (1) the terms should be statistical in nature and should refer or relate to statistical indicators; (2)  used in censuses and/or major surveys and administrative records based on Executive Order No. 352, and those that come out in the publications of the Philippine Statistical System;  and  (3)  based on official United Nations standard concepts and definitions, but adapted to the Philippine situation and existing legal documents;

WHEREAS, the Board has previously approved three batches of official concepts and definitions for statistical purposes for the health and nutrition sector through NSCB Resolutions No. 8, s. 2006 (14 terms), No. 10, s. 2008 (21 terms), and No. 19, s. 2009 (18 terms);

WHEREAS, after a thorough review conducted through a series of meetings, the Interagency Committee on Health and Nutrition Statistics (IACHNS)  recommended for approval of the Board the fourth batch of official concepts and definitions for statistical purposes for the health and nutrition sector initially consisting of nine terms;

WHEREAS, the NSCB Executive Board, in its 16 December 2011 meeting, approved in principle the nine proposed definitions, but with the recommendation that the two remaining Millennium Development Goals health and nutrition indicators with no official definitions (prevalence of underweight children under five years of age and proportion of households with per capita energy intake less than 100% adequacy) be prioritized and included in the batch;

WHEREAS, these two indicators and a newly approved additional MDG indicator (proportion of the population with mean one-day energy intake less than 100% adequacy) were reviewed during the 13 March 2012 IACHNS meeting and have been endorsed for approval of the Board;

WHEREAS, the IACHNS has also recommended the deferment of the Board’s final action on the proposed definition of HIV prevalence among the population 15-24 years old in view of the concerns raised on two potential data sources and estimation methods for the indicator;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the fourth batch of official concepts and definitions for statistical purposes for the health and nutrition sector consisting of 11 terms (Annex BR-07-20120601-01a and Annex BR-07-20120601-01b) for adoption by all concerned government agencies.
