SCREENING AND APPROVAL OF QUESTIONS AND/OR RIDER QUESTIONNAIRES FOR INCLUSION IN A CENSUS

WHEREAS, a census offers good opportunity for the collection of data on a nationwide scale;

WHEREAS, various interest groups desire to include their own questions in a census which may result in an overloaded census form and lead to increased respondent burden, less public cooperation and less effective interview situations;

WHEREAS, the government, to supplement and accommodate other requirements which cannot be incorporated in the decennial censuses, is implementing a ten-year intercensal program of household surveys which covers, among others, the labor force, family income and expenditures, health, demography, functional literacy, housing, and energy consumption;

WHEREAS, the huge operations require the government to finalize plans, including questionnaires and enumeration procedures at least one year before a census;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that:

  1. Requests for inclusion of questions and/or rider questionnaires in a census must be screened and approved by the National Statistical Coordination Board;

  2. Rider questionnaires in a census shall only be allowed by the NSCB in instances where the following conditions are met: additional cost is shouldered by the requesting government unit and/or government instrumentality; the inclusion of such will not adversely affect the workload, the schedule of operations, and the participation of respondents; the request is made no later than one year before actual enumeration; and the processing of accomplished rider questionnaires shall be the responsibility of the requesting party.
