CREATING A COMMITTEE TO RATIONALIZE MAJOR STATISTICAL SURVEYS AND CENSUSES

WHEREAS, in the discussion of the Rebasing of Prices in the meeting of the National Statistical Coordination Board (NSCB) on 31 July 1991, an issue was raised as to the timeliness of existing surveys;

WHEREAS, the NSCB is responsible for the promotion of a Philippine Statistical System (PSS) capable of providing adequate, timely and accurate statistics to planners and policy-makers;

WHEREAS, due to resource constraints, there is a need to streamline the existing statistical surveys and censuses in the government, in order to generate more timely and relevant data;

WHEREAS, the streamlining of statistical surveys and censuses would involve and in-depth study of the existing system and close consultation with the data producers and users in the government;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that:

1) A Committee shall be created to recommend which of the major statistical surveys and censuses shall be conducted, their respective time lag and frequency given the needs of users and available resources. The Committee shall be composed of the following:

Secretary General, NSCB - Chairman
Administrator, NSO - Co-Chairman
Director, BLES - Member
Director, BAS - Member
Director, NPPS, NEDA - Member

The Committee shall provide the direction and strategies for the rationalization of major statistical surveys and censuses.

2) In the performance of its function, the Committee shall create Technical Working Groups.

3) The NSCB Technical Staff shall provide the secretariat and technical support to the Committee.

4) The recommendations of the Committee shall be presented to the Board for review and approval.
