CREATING THE REGIONAL STATISTICAL COORDINATION COMMITTEES

WHEREAS, the demand for data to support development planning, implementation and monitoring of programs and projects at the subnational level has increased in view of the decentralization thrust of the government;

WHEREAS, there is a need to enhance the subnational statistical system so that it can address more effectively the statistical requirements attendant to the enactment of the Local Government Code;

WHEREAS, strengthening of statistical coordination at the subnational level through the institutionalization of appropriate coordination mechanisms will result in harmonizing statistical operations of data producers for more effective generation of reliable, timely and adequate data;

WHEREAS, statistical problem areas and priority setting at the subnational level could be better attended to with the institutionalization of structures for coordinating statistical operations at the subnational level;

WHEREAS, Executive Order No. 121 issued on January 30, 1987 specifically mandated the NSCB to establish appropriate mechanisms for statistical coordination at the regional, provincial and city levels to address statistical concerns obtaining in these areas;

WHEREAS, the Regional Development Council (RDC)/Regional Development Planning Board (RDPB) in the Autonomous Region of Muslim Mindanao (ARMM)/Cordillera Executive Board (CEB) in the Cordillera Administrative Region (CAR), as the highest policy-making and plan-formulating body in the region, coordinates the preparation of development plans and policies and implementation of socio-economic development programs and projects at the regional and local levels;

WHEREAS, one of the proposed activities in the Philippine Statistical Development Program, 1990-1992 and Perspectives 1993-1995 which was approved by the President through Proclamation No. 652, is the creation of a Regional Statistical Coordination Committee, a mechanism for statistical coordination;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the following scheme in creating the Regional Statistical Coordination Committees (RSCCs), its composition, powers and functions, and the responsibilities of the NSCB and the RDC/RDPB/CEB.

Article I. SCHEME OF RSCC CREATION

  1. The RSCCs shall be created in the regions by the NSCB to provide direction and guidance to regional/local statistical development activities. In Regions I to XII, they shall be placed under the administrative supervision of the RDCs. In the ARMM and CAR, the RSCC shall be placed under the RDPB and the CEB, respectively.

  2. The creation of the RSCCs shall be on staggered basis in view of the limited resources available to the NSCB for the operation and maintenance of the committees.

  3. The RDC/RDPB/CEB, in cooperation with the NSCB, shall immediately organize the RSCCs in Regions I, V, VI, VIII, IX and XII which are the regions covered by its Regional Statistical System Development Project.

  4. The RSCCs shall supersede any existing statistical committees/ subcommittees in the regions.

  5. Funds that may be needed for the operations of the RSCC may be sourced from the RSSDP/Grants-In-Aid Program of the NSCB and other sources.

Article II. COMPOSITION OF THE RSCC

The composition of the RSCC is as follows:

Provincial Agricultural Statistical Officer (in the Regional Center)

National Statistical Coordination Board (NSCB)

Regional Director
Department of Interior and Local Government (DILG)

Regional Director, Department of Labor and Employment (DOLE)

Provincial Planning and Development Coordinator in the regional center

City/Municipal Planning and Development Coordinator in the regional center

Two Representatives, Private Sector (to be identified by the Committee’s government representatives)

In the Autonomous Regional Government in Muslim Mindanao and the Cordillera Administrative Region, the equivalent positions of the RSCC shall apply. The RDC/RDPB/CEB may modify the composition of the RSCC to provide flexibility in its operations.

Depending on the statistical problem areas and issues to be resolved, other agencies may be involved in the RSCC activities through memberships in the task forces to be created by the RSCC and/or invited to attend RSCC meetings.

Article III. POWERS AND FUNCTIONS OF THE RSCC

The RSCC shall be responsible for the following:

  1. Oversee the implementation in the regions of policy decisions made by the NSCB and the adoption of prescribed statistical standard methodologies and classification systems;

  2. Institute measures to strengthen the statistical capability in the regions by resolving problems and issues peculiar to the area within the context of national statistical policies and setting priority on the statistical activities thereby ensuring the timely production of useful and reliable data for regional/local development planning and decision-making;

  3. Elevate statistical matters not specific to the region and its provinces to the NSCB Executive Board through the RDC;

  4. Create inter-agency statistical task forces that could attend to technical issues and problems and to supervise the activities of these task forces;

  5. Meet at least once a quarter at such date, time and place it may decide; and

  6. Submit periodic reports to the NSCB and to the RDCs/RDPB/CEB of statistical development activities in the regions.

The NSCB shall designate the statistical agency/ies which could best provide the technical and secretariat services needed by the Committee. In Regions I, V, VI, VIII, IX and XII where the Regional Statistical System Development Project (RSSDP) is being implemented by the NSCB, the secretariat services shall be provided by the Regional Statistical Coordination Units (RSCUs) of the RSSDP.

Article IV. RESPONSIBILITIES OF THE RDC/RDPB/CEB AND THE NSCB

1. The RDC/RDPB/CEB shall:

1.1. Review and approve the work program of the RSCC; and
1.2. Take measures to ensure the implementation of the work program of the RSCC.

2. The NSCB shall:

2.1. Formulate guidelines on statistical coordination at the subnational level;
2.2. Apprise regularly the RSCC and the RDC/RDPB/CEB of statistical policies made by the NSCB;
2.3. Monitor progress of the RSCC and make recommendations for improving the operations of the RSCC; and
2.4. Resolve issues raised by the RSCC.

The NSCB Secretary General is hereby authorized to issue such guidelines and procedures for the implementation of this Resolution.
