ADOPTION OF THE NEW METHODOLOGY FOR POVERTY ASSESSMENT

WHEREAS, the Technical Working Group (TWG) on Poverty Determination under the Inter-Agency Committee on Labor, Income and Employment Statistics created by the National Statistical Coordination Board (NSCB) has been tasked to provide poverty estimates for 1988 and 1991;

WHEREAS, based on studies of the TWG, the computation of the present methodology is deemed to overestimate the poverty threshold and consequently the poverty incidence;

WHEREAS, there is a need to refine and improve the methodology and release a new series of poverty estimates to serve as basis for planning and policy-formulation;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve, for adoption, the following:

  1. The use of the new methodology for poverty assessment whereby the poverty threshold is computed from basic food requirement and basic non-food requirement;

  2. The release of the 1985, 1988 and 1991 poverty estimates based on the new methodology; and

  3. The NSCB Technical Staff shall henceforth be the official source of poverty threshold and incidence.
