ESTABLISHING THE SYSTEM OF DESIGNATED STATISTICS

WHEREAS, one of the powers and functions of the National Statistical Coordination Board (NSCB) mandated under Executive Order No. 121 is to “designate statistics that should be collected, compiled, processed and disseminated by agencies in accordance with the statistical calendar approved by the NSCB, promulgate and implement the rules and regulations concerning designated statistics and review the list of designated statistics as may be required appropriate;”

WHEREAS, it is necessary to implement a mechanism that will address the problems of the statistical system, such as data gaps, delayed release of important sets of data and duplicating/conflicting statistics;

WHEREAS, a system of designated statistics will enable the determination of the most critical and essential statistics required for social and economic planning/analysis;

WHEREAS, a system of designated statistics establishes priorities for data production and provides a means for better allocation of budget among government statistical activities;

WHEREAS, the implementation of a system of designated statistics is one of the major programs included in the 1993-1998 Philippine Statistical Development Program approved by the President;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the Memorandum Circular on “Establishing the System of Designated Statistics” as recommended by the NSCB Technical Staff.
