DEVELOPMENT AND GENERATION OF ENVIRONMENTALLY-ADJUSTED MACROECONOMIC INDICATORS

WHEREAS, the new development concept stresses environmentally sound and sustainable socio-economic development;

WHEREAS, the Philippine Medium Term Development Plan (1993-1998) has identified as one of its goals sustainable economic growth that integrates environmental balance;

WHEREAS, in the light of current economic concern about the environment, there is a need to generate environmental statistics and environmentally-adjusted macroeconomic indicators to support socio-economic and environmental policies and programs;

WHEREAS, the present Philippine System of National Accounts (PSNA), the major source of important macro-indicators, does not capture the impact of the economic activities on the environment;

WHEREAS, Agenda 21 adopted by the United Nations Conference on Environment and Development held in Rio de Janeiro in June 1992 included a program area on “Establishing Systems for Integrated Environmental and Economic Accounting;”

WHEREAS, the United Nations Statistical Division has developed the System of Integrated Environmental and Economic Accounting (SEEA), an expanded and modified System of National Accounts that incorporates environmental concerns and serves as a framework for generating macro-indicators that reflect the relationships between the natural environment and the economy;

WHEREAS, the Economic and Social Commission for Asia and the Pacific (ESCAP) has included the Philippines as one of the pilot countries that will develop the operational manual based on the UN Handbook on the SEEA with focus on forestry and mineral resources, and the Asian Development Bank (ADB) has also included the Philippines in piloting the Framework for the Development of Environmental Statistics (FDES), a framework that would assist in the development, coordination and organization of environment statistics;

WHEREAS, the Fifth Country Programme on Environmental Management for the Philippines funded by the United Nations Development Programme (UNDP) has also included a component on the development of a framework on environment and natural resources accounting (ENRA) as a satellite account to the current System of National Accounts to enhance the national capacity for integrated environment-development management;

WHEREAS, the National Statistical Coordination Board (NSCB), in line with its mandate of developing and maintaining economic accounts and of coordinating statistical activities, is the logical agency to undertake the development and maintenance of the framework for environment statistics and for environmental accounting;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board direct all concerned agencies to cooperate with and support the NSCB in developing, rationalizing and institutionalizing appropriate environmental and natural resource accounts frameworks and in generating the corresponding input statistics.
