ADOPTION OF THE INFANT MORTALITY RATES, CHILD MORTALITY RATES, UNDER-FIVE MORTALITY RATES AND MATERNAL MORTALITY RATIOS, 1990-1995, AS INTERIM ESTIMATES AT THE NATIONAL, REGIONAL, PROVINCIAL AND CITY LEVELS

WHEREAS, the Technical Working Group on Maternal and Child Mortality (TWG-MCM) then Task Force on Infant Mortality was tasked to generate estimates of infant mortality rates (IMRs), child mortality rates (CMRs), under-five mortality rates (U5MRs) and maternal mortality ratios (MMRs) at the national, regional, provincial and city levels for the period 1990 to 1995;

WHEREAS, in undertaking the task, the TWG-MCM has tapped all relevant data sources such as the Field Health Service Information System (FHSIS), the Vital Registration System (VRS), the 1993 Listing of Households (HH List) in the sample barangays of the Integrated Survey of Households by the National Statistics Office (NSO) and the 1993 National Demographic Survey (NDS);

WHEREAS, the TWG came out with recommended mortality estimates at the national, regional, provincial and city levels for 1990-1995 using the methodology detailed in the Technical Notes;

WHEREAS, the TWG-MCM presented the methodology and the estimates to the Technical Committee on Population and Housing Statistics (TC-PHS) in its meeting held 19 November 1995;

WHEREAS, the TC-PHS subsequently endorsed the methodology and the estimates of IMRs, CMRs, U5MRs and MMRs, 1990-1995 at the national, regional, provincial and city levels to the NSCB Board for its approval;

WHEREAS, in its meeting held 5 February 1996, the NSCB Board approved the methodology and estimates of IMRs, CMRs, U5MRs and MMRs, 1990-1995 at the national, regional, provincial and city levels as official interim estimates;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the estimates of IMRs, CMRs, U5MRs and MMRs at the national, regional, provincial and city levels for the years 1990 to 1995 as shown in the attached tables be adopted for planning and policy/decision-making purposes as interim estimates until such time that results of new censuses and surveys are made available.
