Approving and Adopting the General Policy on the Dissemination of Statistics on the Internet

APPROVING AND ADOPTING THE GENERAL POLICY ON THE
DISSEMINATION OF STATISTICS ON THE INTERNET

WHEREAS, Executive Order No. 121 mandated the National Statistical Coordination Board (NSCB) to promote the orderly development of a system capable of providing timely, accurate and useful data for the government and the public, especially for planning and decision-making;

WHEREAS, Section 28 of Republic Act 8792 known as the E-commerce Act of 2000 required all government offices to install an electronic online network to facilitate the open, speedy and efficient online transmission, conveyance and use of electronic data messages or electronic documents for access by the general public;

WHEREAS, the NSCB issued Resolution No. 10, Series of 1997, for the adoption of the Government Statistics Accessibility Program (GSAP) to widen knowledge andfacilitate faster and sounder decision-making by making statistical information and services more accessible;

WHEREAS, NSCB Resolution NO.8, Series of 1999, approved for adoption the
standards for statistical information dissemination in the Philippine Statistical System (PSS), to address gaps and areas for improvement, particularly in the use of the latest technological advances in disseminating statistical information;

WHEREAS, the United Nations Economic Commission for Europe, in its advocacy on best practices in designing websites for dissemination of statistics since 2001, came up with a general guide to assist national statistical offices in outlining the strategy for disseminating statistics through the Internet;

WHEREAS, the United Nations Fundamental Principles of Official Statistics recognizes that the quality of the information available to the Government, the economy and the public, depends largely on the cooperation of citizens, enterprises, and other respondents in providing appropriate and reliable data needed for necessary statistical compilation and on the cooperation between users and producers of statistics in order to meet users' needs;

WHEREAS, the Interagency Committee on Statistical Information Management and Dissemination, recognizing the efficiency of the Internet in disseminating information to a wider range of users, and having reviewed and evaluated the prevailing issues and concerns on data dissemination, has identified the need for policies and guidelines in the dissemination of statistics on the Internet;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the
Board approve the proposed general policy on the dissemination of statistics on the Internet (Annex BR-16-20111216-01) for adoption by all government agencies;

BE IT RESOLVED FURTHER that:

  1. All government agencies, government owned and controlled corporations, local government units, and state universities and colleges be enjoined to create a statistics section on their website for effective dissemination of statistical data and metadata on the internet and to promote transparency and accountability;
  2. The National Mapping and Resource Information Authority be enjoined to provide government agencies, in accordance with the PSS pricing policy (NSCB Resolution Nos. 11-1999 and 01-2006), with baseline maps to facilitate significant visual representation of data. with local-level
    disaggregation through the geographic information system technologies; and
  3. The NSCB Technical Staff periodically monitor and evaluate the
    implementation and adoption of the general policy by the concerned
    agencies.
