ENJOINING SUPPORT FOR THE IMPLEMENTATION OF THE
DAKAR DECLARATION ON THE DEVELOPMENT OF STATISTICS

WHEREAS, the Partnership in Statistics for Development in the 21st Century  (PARIS21) was founded by the United Nations (UN), European Commission, Organization for Economic Cooperation and Development, International Monetary Fund and the World Bank in response to the UN Economic and Social Council resolution on the goals of the UN Conference on Development;

WHEREAS, PARIS21 is aimed at developing a culture of evidence-based policy-making and implementation which serves to improve governance effectiveness in reducing poverty and achieving the Millennium Development Goals (MDGs);

WHEREAS, in the PARIS21 Consortium Meeting held in November 2009 in Dakar, Senegal, some 440 high-level participants from over 105 countries and multilateral organizations unanimously affirmed the Dakar Declaration on the Development of Statistics;

WHEREAS, the Dakar Declaration on the Development of Statistics recognizes that an effective and efficient statistical system is an essential element of good governance and there is an urgent need to generate data to monitor the MDGs;

WHEREAS, it calls for a coordinated action to effectively use statistical data to support poverty reduction policies and programs and proposes to strengthen and sustain the capacities of national statistical systems;

WHEREAS, the Declaration’s Call for Action identified five key areas as follows:

  1. Focus on the implementation of national strategic plans with sustainable funding and technical capacity;

  2. Governments and development partners to place essential global statistical programmes on a sustainable financial and technical footing by 2014;

  3. Ensure more effective coordination at all levels (global, regional, national) by 2014;

  4. Statistical systems in all countries should meet the needs of users in an efficient, cost-effective and results-based manner by 2014;  and

  5. International community should support a programme of research and development (R&D) to modernize statistical tools and technologies

WHEREAS, in the short-term, the following action plan shall be undertaken by the Philippine Statistical System (PSS) in response to the Call for Action in the Dakar Declaration:

  1. Prepare and implement the 8th Philippine Statistical Development Program (PSDP) 2011-2016 consistent with National Strategies for Development of Statistics (NSDS) guidelines and the Dakar Declaration;

  2. Collaborate with development partners to facilitate provision of technical assistance to priority statistical development programs in the Philippines;

  3. Continue support of global statistical programs such as adherence to international standard classification systems, frameworks and methodologies (e.g., System of National Accounts (SNA) Framework), and generation of indicators to monitor MDGs;

  4. Continue undertaking of users’ and producers’ fora to address emerging data needs;  and

  5. Present the Dakar Declaration in various fora locally (i.e., NSCB Executive Board, Regional Statistical Coordination Committees (RSCCs), PSS-sponsored fora).

WHEREAS, in support of the implementation of the Dakar Declaration in the long-term, the following strategies shall be adopted:

  1. Strengthen engagement with stakeholders of statistics;

  2. Respond proactively to emerging statistical challenges such as on climate change, governance, and measurement of genuine progress of society, among others;

  3. Provide a forum for the coordination of efforts of the international donor community and the different partner institutions towards a more efficient mobilization of resources for the statistical development of the country;

  4. Build partnership with the media to enhance dissemination and communication of statistics to stakeholders;  and

  5. Support the agenda of the Dakar Declaration in the ASEAN region thru the ASEAN Heads of Statistical Offices Meeting (AHSOM), and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) region thru the Committee on Statistics.

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board enjoin the support of the members of the PSS to adopt the foregoing strategies/immediate plans of action for the implementation of the Dakar Declaration on the Development of Statistics.

BE IT RESOLVED FURTHER that the NSCB monitor and report the progress on the implementation of the Dakar Declaration on the Development of Statistics in the PSS.
