Approving the Budgetary Thrusts of the Philippine Statistical System for CY 2010

APPROVING THE BUDGETARY THRUSTS
OF THE PHILIPPINE STATISTICAL SYSTEM FOR CY 2010

WHEREAS, the overall mission of the Philippine Statistical System (PSS) is to provide adequate, relevant, reliable, timely and accessible statistical information and services to the public;

WHEREAS, there is a need to:  (a) continue improving the PSS to deliver more quality statistical products and services; and  (b) define a common framework and direction for the PSS in order to attain its goals and objectives;

WHEREAS, the President issued Proclamation No. 1140 – “Adopting the Philippine Statistical Development Program (PSDP) 2005-2010” which defines the programs/projects/activities that need to be undertaken during the period;

WHEREAS, said Proclamation enjoins all government agencies to fully implement the statistical programs and activities in accordance with the three-year budgeting cycle;

WHEREAS, the Proclamation likewise instructs the Department of Budget and Management (DBM) to include a budgetary provision for the PSS in the annual appropriations based on the budgetary requirements of the PSDP in support of its implementation and monitoring;

WHEREAS, the DBM will issue a National Budget Memorandum in May 2009 reiterating the annual requirement that budget proposals for CY 2010 for the conduct of designated statistical activities pursuant to Executive Order No. 352 shall necessitate the endorsement of the NSCB;

WHEREAS, the PSS, recognizing the importance of ensuring the linkage between planning and budgeting, defines its budgetary thrusts for CY 2010;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve the following budgetary thrusts of the PSS for CY 2010 by key result area (KRA):

KRA 1.   Effective statistical policies and coordination mechanisms to address the statistical development challenges in the PSS

  • Formulation and effective monitoring of statistical policies for:
    • Ensuring the quality of statistics, with special focus on accessibility and timeliness;
    • Rationalizing the conduct of statistical surveys;
    • Standardizing concepts and methodologies used in statistical operations, including classification and coding; and
    • Formulation of the Philippine Statistical Development Program (PSDP) 2011-2016.
  • Promotion of intradepartmental statistical coordination, including those between the central office and the local offices.

KRA 2.  Relevant and good quality economic, social, and environment statistics and indicators

  • Generation of relevant statistics and information on:
    1. critical and emerging concerns such as global financial crisis, measure of progress of societies, small area estimates, tourism and infrastructure, ICT and IT-enabled industries, health and education, governance, provincial product accounts, climate change, children and gender;
    2. sectors/areas of concern that affect and impact on the country’s socioeconomic development, including those relevant in tracking achievement of MDGs ;
  • Conduct of the 2010 Census of Population and Housing; and
  • Overall revision and rebasing of national accounts, including migration to the 1993 System of National Accounts.

KRA 3.  Improved availability, communication and advocacy of statistics thru stronger adoption of the Government Statistics Accessibility Program (GSAP), and maximized use of information technology in statistical processes

  • Extensive promotion of data-sharing of administrative-based and survey-based information ;
  • More intensive programs to “popularize” statistics for better appreciation and utilization;
  • Improvement of skills in communicating statistics to facilitate interpretation and understanding of information;
  • Intensive monitoring of the adoption of the concept of public good and the Pricing Policy of the PSS ;
  • Effective use of ICT/Acceleration of technological development in the area of communicating statistics and data management;
  • Establishment of a system on data archiving within agencies in the PSS; and
  • Conduct of the 11th National Convention on Statistics.

KRA 4.  Enhanced statistical capacity development at the national and subnational level

  • Establishment of new and strengthening of existing statistical units in government agencies ;
  • Provision of more training opportunities for those involved in statistics ;
  • Enhancement of awareness, appreciation and utilization of statistics among data users; and
  • Professionalization of statisticians.

KRA 5.  Maximized use and improved quality of administrative reports as official source of statistical data and information

  • Implementation of the Administrative Records Review and Clearance System;
  • Use of the civil registration system as source of information on health and vital statistics;
  • Improvement of quality of administrative-based statistics in terms of coverage and timeliness; and
  • Strengthened collaboration with data providers and users.

KRA 6.  Improved methodology and framework of censuses/surveys to generate relevant, timely, reliable, and accessible statistical information for effective governance

  • Strengthening of statistical research and development; and
  • Improvement of existing methodologies and frameworks to produce statistics consistent with international standards.

KRA 7.  Strong and effective subnational statistical system  

  • Strengthening of coordination mechanisms at the subnational level ;
  • Strengthening of sectoral statistical frameworks at the subnational level;
  • Development of innovative approaches to generate statistics at the provincial, city and municipal levels as collaborative efforts between the national and local governments ; and
  • Utilization of relevant and useful researches and adoption of best statistical practices being advocated by the PSS.

KRA 8.  Consistency of the PSS with internationally-recognized best statistical practices

  • Adoption of best statistical practices being promoted by well-recognized institutions and individuals in the international fronts;
  • Harmonization of local standards with those at the international level;
  • Enhanced participation in and hosting of international fora/events on statistics;
  • Participation in international statistical committee/commission meetings; and
  • Conduct of activities that recognize the potential leadership of the PSS in the ASEAN region.

 

BE IT RESOLVED FURTHER, that:

(1)        all PSS member agencies be encouraged to: 

(a) coordinate with the DBM on the provision of a separate line item for statistical activities;
(b) consider the relevant thrusts in their respective Organizational Performance Indicators Framework (OPIF);  and 
(c) incorporate in their agency budget proposals for CY 2010 the requirements to achieve the above thrusts following the guidelines to be issued by the NSCB, and to submit these to the NSCB. 

(2)        the NSCB Technical Staff:

(a) evaluate the budget proposals in consultation with the agencies concerned, and submit its recommendations to the NSCB Executive Board;  and  
(b) upon approval of the Board, endorse the PSS budget to the DBM, copy furnished the agencies.
