DECLARING AUGUST 2007 AS NATIONAL CENSUS MONTH

WHEREAS, Executive Order No. 121, otherwise known as the Reorganization Act of the Philippine Statistical System, declared that the National Statistics Office (NSO) shall be the major statistical agency responsible for generating general-purpose statistics and for undertaking such censuses and surveys as may be designated by the National Statistical Coordination Board (NSCB);  

WHEREAS, Executive Order No. 352, Designation of Statistical Activities That Will Generate Critical Data for Decision Making of the Government and the Private Sector, issued on July 1, 1996, designates the conduct of the Mid-Decade Census of Population (POPCEN) every 10 years by the NSO;

WHEREAS, the Mid-Decade Census of Population was not conducted in 2005 due to budget constraints, in lieu of which, the 2006 Census of Population was planned;
           
WHEREAS, the NSCB Executive Board approved the following resolutions on the conduct of a census of population in 2006:

NSCB Resolution No. 3.      Endorsing the Supplemental Budget for the 2006 Census of Population and the 2006 Family Income and Expenditure Survey

NSCB Resolution No. 4.      Declaring November 2006 as National Census Month

NSCB Resolution No. 5.      Enjoining Agencies to Provide Assistance for the Conduct of the 2006 Census of Population

NSCB Resolution No. 6.      Approving the Terms of Reference of the Provincial, City and Municipal Census Coordinating Boards in the Conduct of the 2006 Census of Population

NSCB Resolution No. 10.      Designating the National Statistical Coordination Board as the National Census Coordinating Board for the Conduct of the 2006 Census of Population

WHEREAS, the NSO did not conduct the Census of Population in 2006 due to unavailability of funds to implement the preparatory activities that should have been started in July 2006, and of the uncertainty of funds to support the remaining activities;
           
WHEREAS, there is a need to update the information regarding the count of the Philippine population and some of its demographic and socio-economic characteristics;

WHEREAS, the Board recognizes that the conduct of a national census is needed to obtain actual population counts and updates of its demographic and socio-economic characteristics;

WHEREAS, funds have been approved for the conduct of the Census of Population in August 2007;

WHEREAS, to ensure the successful conduct of the census, the citizenry must be called upon to support and cooperate in the 2007 Census of Population;  

WHEREAS, in the previous censuses, a Presidential Proclamation was issued to highlight the significance and importance of a census undertaking;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board endorse to the Office of the President the issuance of a Proclamation Order entitled ‘Declaring August 2007 as National Census Month’ (Annex BR-06-2007-01).

BE IT RESOLVED FURTHER that NSCB Resolution Nos. 4, 5, 6 and 10, s. 2006, be declared null and void.
