ENJOINING AGENCIES TO PROVIDE ASSISTANCE
FOR THE CONDUCT OF THE 2006 CENSUS OF POPULATION

WHEREAS, Executive Order No. 121, otherwise known as the Reorganization Act of the Philippine Statistical System, declared that the National Statistics Office (NSO) shall be the major statistical agency responsible for generating general-purpose statistics and for undertaking such censuses and surveys as may be designated by the National Statistical Coordination Board (NSCB);

WHEREAS, Executive Order No. 352, Designation of Statistical Activities That Will Generate Critical Data for Decision-Making of the Government and the Private Sector, issued on July 1, 1996, designates the conduct of the Mid-Decade Census of Population every 10 years by the NSO;

WHEREAS, the Mid-Decade Census of Population was not conducted in 2005 due to budget constraints;

WHEREAS, the next Census of Population and Housing as stipulated in Batas Pambansa Blg. 72 will be conducted in 2010, or four years from 2006;

WHEREAS, there is a need to conduct the Census of Population in 2006 in order to update the information regarding the count and socio-demographic characteristics of the population;

WHEREAS, the NSCB Executive Board in its 08 February 2006 meeting passed NSCB Resolution No. 3, s. 2006, “Endorsing the Supplemental Budget for the 2006 Census of Population and the 2006 Family Income and Expenditure Survey;

WHEREAS, in view of the foregoing, the 2006 Census of Population (POPCEN) will be conducted in November 2006;

WHEREAS, the assistance provided by other government agencies was instrumental to the successful conduct of previous census undertakings;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board enjoin all concerned agencies (Annex BR-05-2006-01) to provide assistance to the NSO in the conduct of the 2006 PopCen.

BE IT RESOLVED FURTHER that the assistance include, but be not limited to, those identified in said annex and that such assistance be on cost-sharing as may be deemed appropriate by parties concerned.
