APPROVING THE BUDGETARY THRUSTS OF THE
PHILIPPINE STATISTICAL SYSTEM FOR CY 2007
WHEREAS, the overall mission of the Philippine Statistical System (PSS) is to provide adequate, relevant, reliable, timely and accessible statistical information and services to the public;
WHEREAS, there is a need to define a common framework and direction for the PSS in order to attain its goals and objectives;
WHEREAS, the National Statistical Coordination Board (NSCB), as the policy-making and coordinating body on statistical matters in the government, spearheaded the formulation of the Philippine Statistical Development Program (PSDP) 2005-2010 with inputs provided by the various interagency committees and working groups;
WHEREAS, developmental programs and activities are cited in the PSDP 2005-2010 for the improvement of the PSS;
WHEREAS, the Department of Budget and Management issued National Budget Memorandum No. 99 dated May 8, 2006 providing for the policy guidelines and procedures in the preparation of the CY 2007 budget proposals;
WHEREAS, the PSS recognizes the importance of ensuring a linkage between planning and budgeting and as such, there is a need to define the budgetary thrusts for the PSS for CY 2007;
WHEREAS, there is a need to undertake continuing improvements for the PSS to deliver more quality statistical products and services;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve the following budgetary thrusts of the PSS for CY 2007:

Generation of statistical information crucial to development planning and decision making;

Maximum utilization of information technology for more effective generation, dissemination and archiving of statistics;

Building of capacities, core competencies and skills of statistical manpower;

Conduct of more relevant statistical research to respond to current and future demands;

Improvement of local statistical systems in support of countryside development;

Strengthening of statistical planning, coordination and advocacy work.
BE IT RESOLVED FURTHER, that all PSS member agencies be enjoined to incorporate in their budget proposals for CY 2007 the requirements to achieve the above thrusts. The agencies shall submit to the NSCB the budget proposals for statistical activities for CY 2007. The NSCB Technical Staff shall evaluate the budget proposals and submit its recommendations to the Department of Budget and Management (DBM), copy furnished the agencies.
