Approving the Terms of Reference of the Provincial, City and Municipal Census Coordinating Boards in the Conduct of the 2005 Census of Population

APPROVING THE TERMS OF REFERENCE OF THE PROVINCIAL, CITY AND MUNICIPAL CENSUS COORDINATING BOARDS IN THE CONDUCT OF THE
2005 CENSUS OF POPULATION

WHEREAS, Executive Order No. 121, otherwise known as the Reorganization Act of the Philippine Statistical System, declared that the National Statistics Office (NSO) shall be the major statistical agency responsible for generating general-purpose statistics and for undertaking such censuses and surveys as may be designated by the National Statistical Coordination Board (NSCB);

WHEREAS, Executive Order No. 352, Designation of Statistical Activities that will Generate Critical Data for Decision-Making of the Government and the Private Sector, issued on July 1, 1996, designates the conduct of the Mid-Decade Census of Population every 10 years by the NSO;

WHEREAS, pursuant to the aforesaid Orders, the 2005 Census of Population (POPCEN) will be conducted in May 2005;

WHEREAS, Batas Pambansa Blg. 72 provides for the taking of an integrated census every ten years beginning in 1980, in accordance with plans prepared by the National Census and Statistics Office, now National Statistics Office;

WHEREAS, Section 5 of Batas Pambansa Blg 72 provides that the “National Census Coordinating Board may call upon … instrumentality of the government for any assistance in the performance of their duties.”

WHEREAS, the assistance provided by the other government agencies was instrumental to the successful conduct of previous census undertakings;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board enjoin all agencies enumerated in “Annex BR-04-2004-01” hereof to provide assistance to NSO.

BE IT RESOLVED FURTHER that the assistance include, but not limited, to those identified in said annex and that such assistance be on cost-sharing as may be deemed appropriate by the parties concerned.
