ADOPTION OF AND ENJOINING DATA SUPPORT TO THE
MILLENNIUM DEVELOPMENT GOALS INDICATORS

WHEREAS, the Philippines is one of the signatories to the United Nations (UN) Millennium Declaration ratified and signed by member nations in September 2000, which embodies global and country commitments, specific targets and milestones in eliminating extreme poverty, improving health, and promoting peace, human rights, and environmental sustainability worldwide;

WHEREAS , the UN Millennium Declaration has been translated into the Millennium Development Goals (MDGs), a global framework for development being adopted, implemented, supported, and monitored by the UN and its member countries, and other international organizations;

WHEREAS , the MDGs consist of 8 major goals and 18 specific, measurable targets that are expected to be fully addressed by the year 2015;

WHEREAS , for purposes of global and country monitoring of the progress of attainment of the MDG goals and targets, a select group of experts from the UN, Organisation for Economic Cooperation and Development (OECD), and World Bank UN identified and selected 48 time-bound and measurable indicators, called MDG/Millennium Indicators (Annex BR-10-2004-01), that need to be generated/compiled by member countries and the UN;

WHEREAS, the MDGs are consistent with the plans and targets to achieve the 10-Point Development Agenda of President Gloria Macapagal-Arroyo and are expected to serve as among the guiding principles for the 2005-2010 Medium-Term Philippine Development Plan;

WHEREAS , the monitoring of progress and advocacy on the MDGs is spearheaded by the UN, through the United Nations Development Programme at the global and country levels, and by the National Economic and Development Authority (NEDA), in collaboration with the Multi-Sectoral Committee on International Human Development Commitments (MC-IHDC) and the Social Development Committee (SDC), in the Philippines;

WHEREAS, the UN Statistics Division undertakes the compilation and maintenance of the international database on the MDG/Millennium indicators data while the National Statistical Coordination Board, as the coordinator and policy making body of the Philippine Statistical System (PSS), coordinates the generation of statistics and resolution of attendant statistical issues, and compiles data on the MDG indicators in the Philippines;

WHEREAS, the SDC Resolution No. 1, Series of 2003 – Expanding the Functions and Composition of the MC-IHDC identified the NSCB along with the National Statistics Office as lead agencies for the MDG indicators/statistics;

WHEREAS, the United Nations Children’s Fund (UNICEF) advocates the use of the DevInfo System in the monitoring of the MDGs;

WHEREAS, the NEDA, UNICEF and NSCB, in a meeting on 10 August 2004 to discuss among others the repository agency of the DevInfo System for the MDGs in the Philippines, agreed that: (a) the NSCB be the agency responsible to compile and officially publish MDG indicators; (b) the NSCB, as repository of MDG indicators, install and use the DevInfo System; and (c) the MDG data suppliers submit data/statistics to the NSCB for validation and consolidation in DevInfo System;

WHEREAS, in line with the mainstreaming of the MDGs in national and sub-national/local development planning and policy formulation and to provide information support for the monitoring of the country’s progress in attaining the MDGs, through among others the Philippine Progress Reports on the MDGs being prepared by the NEDA, it is imperative that the MDG indicators be institutionalized in the PSS;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED , that the Board approve for adoption by all concerned the MDG Indicators in the planning, policy formulation and decision making purposes at the national and subnational/local levels.

BE IT RESOLVED FURTHER that the NSCB, as coordinator and policy making body on statistical matters in the country, be the repository of the MDG indicators in the Philippines, and as such:

  1. enjoin all concerned data producing agencies and local government units to generate and regularly provide timely and accurate statistics on the MDG indicators to the NSCB;

  2. compile and maintain the MDG Indicators Database;

  3. coordinate the generation and improvement of statistics on the MDG Indicators through existing statistical coordination mechanisms such as the NSCB sectoral/subject-matter inter-agency committees/technical committees and the Regional Statistical Coordination Committees; and the Philippine Statistical Development Program (PSDP);

  4. enjoin oversight agencies such as the NEDA, the Department of Budget and Management, and National Anti-Poverty Commission; the Department of the Interior and Local Governments and the local government units to provide the necessary resources and other appropriate assistance in ensuring the generation of data on the MDGs, specifically, to consider the inclusion of statistical development programs/projects on the MDG indicators in the Medium-Term Philippine Development Plan/Medium-Term Public Investment Plan, National Expenditure Program, and local development/public investment plans; and

  5. call on the international community, private sector, and civil society to provide assistance in terms of resources and advocacy support in the conduct of statistical development activities to generate useful/meaningful information for progress monitoring on the MDGs.
