Requesting the Department of Budget and Management for Reconsideration of the Conduct of the 2005 Census of Population and Other Designated Censuses and Surveys

REQUESTING THE DEPARTMENT OF BUDGET AND MANAGEMENT FOR RECONSIDERATION OF THE CONDUCT OF THE 2005 CENSUS OF POPULATION AND OTHER DESIGNATED CENSUSES AND SURVEYS

WHEREAS, Executive Order No. 121, otherwise known as the Reorganization Act of the Philippine Statistical System, declared that the National Statistics Office (NSO) shall be the major statistical agency responsible for generating general-purpose statistics and for undertaking such censuses and surveys as may be designated by the National Statistical Coordination Board (NSCB);

WHEREAS, NSCB Resolution No. 6, Series of 1993, provided for the conduct of a mid-decade census of population;

WHEREAS, Executive Order No. 352, Designation of Statistical Activities that will Generate Critical Data for Decision Making of the Government and the Private Sector, issued on July 1, 1996, designated the conduct of the mid-decade Census of Population (POPCEN) every 10 years by the NSO;

WHEREAS, pursuant to the aforesaid Resolution and Executive Order, preparatory activities for the conduct of the POPCEN in May 2005, such as pretests and pilot tests were already undertaken, however, the conduct of the 2005 POPCEN was cancelled due to budgetary constraints;

WHEREAS, there is an expressed need among data users for up-to-date and comprehensive data on the population at the local levels as they provide bases for the formulation of social and economic development plans and programs;

WHEREAS, the 1991 Local Government Code sets the population census counts as benchmark for the Internal Revenue Allotment (IRA) and for the creation of new political and administrative units and for the conversion to a higher level of local government units;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board request the Department of Budget and Management to reconsider the conduct of the POPCEN and other censuses and surveys in 2005, and if not feasible in 2005, for consideration as one of the priority programs in 2006 in view of their importance in the formulation of sound policy decisions and equitable distribution of resources.
