Approving and Adopting the Latest Philippine Standard Geographic Code (PSGC) Updates and Revisions

APPROVING AND ADOPTING THE LATEST PHILIPPINE STANDARD GEOGRAPHIC CODE (PSGC) UPDATES AND REVISIONS

WHEREAS, the NSCB prescribes uniform standards and classification systems to ensure harmonization and comparability in the generation of official statistics in the country for national and sub-national development planning;

WHEREAS, in 1996, the NSCB through the Technical Committee on Statistical Standards and Classifications (TC-SSC) developed the PSGC for geographic areas of the country that rationalizes and integrates different existing geographic codes being used by various government agencies;

WHEREAS, the 1996 PSGC was approved and prescribed for adoption by the NSCB Executive Board through Resolution No. 6-97, series of 1997 for official use;

WHEREAS, among the uses of the PSGC are as follows: (a) a comprehensive frame in the conduct of censuses and sample surveys; (b) guide in regional and sub-regional development planning; (c) as a control list of local government units (LGUs) in granting internal revenue allotment (IRA), establishment of databases, development of geographic information systems (GIS), updating of maps; and (d) as basis in the conduct of election and other electoral exercises;

WHEREAS, in view of the continuing changes in the boundaries, names, status and composition of the country’s geographical-political subdivisions especially at the barangay level, there is a need for regular updating/revision of the PSGC to serve better the needs of planners, policy makers and other users;

WHEREAS, to enhance the usefulness of the Code, it is necessary to release immediately the updates/revisions in the Code;

WHEREAS, the latest updates of the PSGC as of March 2003 and revisions of the regions code have been reviewed by the TC-SSC;

WHEREAS, a Memoradum of Agreement has been entered into by the NSCB, DILG, COMELEC and the NSO delineating the responsibilities of concerned agencies in updating the PSGC;

WHEREAS, this agreement also stipulates that the NSCB shall disseminate the PSGC updates/revisions after they have been approved for official use by the NSCB Executive Board;

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the Board approve the latest updates of the PSGC as of March 2003 and revisions of the regions code for official use by all concerned government agencies.

BE IT RESOLVED FURTHER, that in case there is no scheduled Board meeting, approval of the PSGC updates/revisions shall be done thru a Board referendum if there is a need for immediate release and, that advocacy work about the new codes shall be conducted especially in the House of Representatives and Senate.
