ENJOINING THE MAJOR STATISTICAL AGENCIES AND OTHER DATA PRODUCING AGENCIES TO RESPOND TO THE REQUIREMENTS OF EXECUTIVE ORDER NOS. 36 AND 103

WHEREAS , the Philippine Statistical System (PSS) recognizes the need for an efficient and effective system for the generation of statistical data needed by users at the national and subnational level;

WHEREAS , in response to changes in the regional groupings effected in 1996, the National Statistical Coordination Board (NSCB) issued NSCB Resolution No. 12, series of 1996, requiring the disaggregation of all statistical series to be consistent with such regional groupings;

WHEREAS , recently, Executive Order Nos. 36 dated September 19, 2001 entitled 'PROVIDING FOR THE REORGANIZATION OF THE ADMINISTRATIVE REGIONS IN MINDANAO AND FOR OTHER PURPOSES' provides for the reorganization of the administrative regions in Mindanao based on the results of the last plebiscite held in the Autonomous Region in Muslim Mindanao (ARMM), and 103 dated May 17, 2002 divides the Southern Tagalog Region - Region IV into Region IV-A (CALABARZON) and Region IV-B (MIMAROPA) and transfers the province of Aurora to Region III for the purpose of accelerating growth and development and improving delivery of public services in the area;

WHEREAS , as a result of these changes in the regional/subregional groupings, there is a need to address more specific issues such as budgetary support for the generation of lower level disaggregated data, and advocacy to data users;

NOW , THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board enjoin:

•  The National Statistics Office (NSO), Bureau of Agricultural Statistics (BAS), Bureau of Labor and Employment Statistics (BLES ) and other data producing agencies to effect necessary changes in their statistical operations and generate their data consistent with the new regional/sub-regional groupings within 2 years after the issuance of the executive order;

•  The data producing agencies, in coordination with the Department of Budget and Management (DBM), to formulate appropriate funding strategies within their current appropriations and/or other schemes such as cost sharing arrangement with the Local Government Units (LGUs) so that they can implement the above-needed changes;

•  The data producing agencies to work out the creation of local offices in the new regions and provinces in consultation with the DBM;

•  All concerned agencies to:

•  conduct advocacy program aimed at informing the data users on the activities and efforts in addressing the data requirements based on new geographical configurations;

•  aim for the generation of lower level disaggregated data, at the provincial or municipal level particularly from administrative-based data systems in order to prepare for the future changes in the regional/sub-regional configuration and to be responsive to the data needs of the users; and

•  adopt the Philippine Standard Geographic Code as approved by the NSCB Executive Board.
