ENDORSING THE PROPOSAL TO RENAME THE NATIONAL STATISTICS OFFICE TO PHILIPPINE NATIONAL STATISTICS OFFICE

WHEREAS, Commonwealth Act No. 591 provided for the creation of the then Bureau of Census and Statistics (BCS);

WHEREAS, while all its major functions remain, the BCS evolved into the National Census and Statistics Office and thereafter to the National Statistics Office (NSO) by virtue of Executive Order No. 121;

WHEREAS, the NSO has been recognized for its expertise in the field of censuses and surveys, particularly in field operations and data generation;

WHEREAS, to distinguish NSO as the main statistical data collection agency of the Philippine Statistical System, a proposal was submitted renaming it to Philippine National Statistics Office (PNSO);

WHEREAS, the Technical Staff of the National Statistical Coordination Board expressed reservation on the rationale of the proposal citing that in the Philippine Statistical System, which is decentralized in nature, the NSCB is the highest policy-making and coordinating body on statistical matters in the country;

WHEREAS, the legal opinion of the NEDA Legal Staff was sought;

WHEREAS, the NEDA Legal Staff rendered its opinion that renaming the National Statistics Office to the Philippine National Statistics Office requires the passage of a new law by Congress;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board endorse to Congress the proposal to rename the NSO to the PNSO;

BE IT RESOLVED FURTHER that the NSO draft a bill for submission to Congress.
