APPROVING AND ADOPTING THE STATISTICAL RESEARCH AGENDA, 2003-2005, OF THE PHILIPPINE STATISTICAL SYSTEM
WHEREAS, the Statistical Research and Training Center (SRTC) is mandated, by virtue of Executive Order No. 121 of 1987, to: (a) develop a comprehensive and integrated research and training program on the theories, concepts and methodologies for the promotion of the statistical system; (b) undertake research on statistical concepts, definitions and methods; (c) promote collaborative research efforts among members of the academic community, data producers and users; and (d) provide financial and other forms of assistance to enhance statistical research and development.
WHEREAS, in line with its mandate, the SRTC conducted consultations with the major statistical agencies in the Philippine Statistical System (PSS) during the period 2001-2002 for the formulation of the Statistical Research Agenda, 2003-2005 of the Philippine Statistical System (PSS) as a step towards realizing the ultimate goal of the PSS of delivering quality statistical information and services to its clients;
WHEREAS, taking into consideration the resources available to the SRTC, a set of criteria was developed for prioritizing researches;
WHEREAS, the SRTC identified three general areas of topics that were considered as follows:
- improving the statistical production process;
- data analytic research; and
- improvements in dissemination and/or utilization of statistics.
WHEREAS, the SRTC Governing Board in its meeting on 15 July 2003 approved the proposed Research Agenda, 2003-2005;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve for adoption the Statistical Research Agenda, 2003-2005 of the PSS as provided in Annex BR-12-2003-1 to this resolution.
BE IT RESOLVED FURTHER, that the Board endorse the same and request the Department of Budget and Management to facilitate the increase of the SRTC Endowment Fund to provide additional source of funds for, and to enjoin all concerned agencies to provide support in the implementation of the Statistical Research Agenda, 2003-2004.
