CREATION OF A STATISTICAL ADVISORY COUNCIL

WHEREAS, the Philippine Statistical System (PSS) is a decentralized system composed of the major statistical agencies and the different statistical/planning units of the various departments;

WHEREAS, the National Statistical Coordination Board (NSCB) was created by virtue of Executive Order No. 121 to serve as the policy-making and coordinating body of the PSS;

WHEREAS, one of the functions of the NSCB is to promote an efficient and effective government statistical service and ensure the relevance of statistical products and services to changing user needs and requirements;

WHEREAS, there is a need to strengthen linkages among stakeholders in the private sector on the improvement and promotion of statistical products and services;

WHEREAS, the creation of a Statistical Advisory Council (SAC) is being proposed by the NSCB Technical Staff as a strategy to strengthen such linkages;

WHEREAS, a conference/dialogue on the propriety of a Council was conducted on 13 February 2002 and attended by the heads/representatives of the major statistical agencies and prominent professionals and practitioners from the government and private sectors, media, and the academe;

WHEREAS, there was a unanimous decision to endorse the creation of said Council;

WHEREAS, membership in the Council shall be based on individual or professional stature and sectoral/institutional representation;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve the creation of a Statistical Advisory Council in the Philippines with the attached Terms of Reference, composition, and terms of service of the members; 

BE IT RESOLVED FURTHER that the NSCB Technical Staff:  (1)  report to the NSCB issues/concerns that may be raised in the Council and the corresponding action plans that have been discussed with concerned agencies and/or inter-agency committees;   and  (2)  provide secretariat services to the Council.
