APPROVING THE TERMS OF REFERENCE OF THE PROVINCIAL, CITY AND MUNICIPAL CENSUS COORDINATING BOARDS ON THE CONDUCT OF THE 2002 CENSUS OF AGRICULTURE AND FISHERIES

WHEREAS, Commonwealth Act 591 authorizes the Bureau of the Census and Statistics, now renamed under Executive Order 121 as the National Statistics Office (NSO), "to prepare for and undertake all censuses of population, agriculture, industry and commerce";

WHEREAS, EO 121, otherwise known as Reorganization Act of the Philippine Statistical System, issued on January 30, 1987, declares that the NSO shall be the major statistical agency responsible for generating general purpose statistics and undertaking such censuses and surveys as may be designated by the National Statistical Coordination Board (NSCB);

WHEREAS, EO 352, otherwise known as the Designation of Statistical Activities That Will Generate Critical Data for Decision-Making of the Government and the Private Sector, issued on July 1, 1996, designates the conduct of Census of Agriculture and Fisheries (CAF) every ten years by the NSO with the objective of providing government planners and policy makers with data on which to base their plans for the country's development;

WHEREAS, the latest CAF was undertaken in 1992 with 1991 as reference year and the next census will be conducted in March 2003 with January 1 to December 31, 2002 as reference year to come up with data on agricultural and fisheries structures; to provide sampling frame for other statistical undertaking; and to provide basic data for use in national as well as local development planning;

WHEREAS, the NSO has an organized field staff complement with the expertise to carry out data collection activities;

WHEREAS, Section 2 of Batas Pambansa Blg. 72 provides for the "creation of the National Census Coordinating Board (NCCB), with the Minister, now Secretary, of Socio-Economic Planning as Chairman, and the Ministers, now Secretaries, from the other Ministries, now Departments, as members with the Executive Director of the NCSO, now Administrator of NSO, as Executive Officer of the Board;"

WHEREAS, Section 3 of Batas Pambansa Blg. 72 further provides for the establishment of a provincial, city and municipal census board in each province, city and municipality, as the case may be, which shall provide such facilities and assistance as may be required by the NCCB;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve the terms of reference of the provincial, city and municipal census coordinating Boards, which define among others, the composition, duties and responsibilities and frequencies of meeting as shown in "ANNEX B" hereof;

BE IT RESOLVED FURTHER that resources to successfully accomplish the terms of reference be on a cost-sharing basis as may be deemed appropriate by parties concerned.

This revokes Resolution No. 2, s. 2001, approved by the NSCB Executive Board on April 6, 2001.
