Adoption of the General Standards on Statistical Information Dissemination

ADOPTION OF THE GENERAL STANDARDS ON
STATISTICAL INFORMATION DISSEMINATION

WHEREAS, National Statistical Coordination Board (NSCB) Resolution No. 10 dated 29 October 1997 provides for the adoption and implementation of the Government Statistics Accessibility Program (GSAP), aimed at improving the accessibility of statistical information and services;

WHEREAS, one of the GSAP components is the formulation and adoption of standards and policies on information dissemination among providers of statistical information;

WHEREAS, the NSCB Technical Staff proposed the development of a Series of Standards on Statistical Information Dissemination (SSSID) as a mechanism for setting appropriate and acceptable standards, with the following objectives:

1) Promote adherence to the principles of accuracy, integrity, timeliness and accessibility in the dissemination of statistical information;

2) Promote greater utilization of statistical information for sound decision making;

3) Foster generally accepted data dissemination practices attuned to the needs of the users;

4) Recommend measures to address gaps and areas for improvement, particularly in the use of the latest technological advances in disseminating statistical information;

5) Involve active participation of users in making statistics more accessible and useful.

WHEREAS, the first of this series of standards is the General Standards on Statistical Information Dissemination (GSSID);

WHEREAS, the GSSID has been reviewed by the GSAP Consortium consisting of selected government agencies providing statistical information and services and a representative from the private sector, organized by the NSCB as a forum for consultation on data dissemination matters;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that:

1) the Board approve the adoption of the attached General Standards on Statistical Information Dissemination;

2) the agencies comprising the PSS be enjoined to adopt these standards;

3) the NSCB be responsible for monitoring the implementation of these standards on a semestral basis and for updating these standards to conform with best international practices;

4) the NSCB provide technical assistance as may be requested by the concerned agencies; and

5) the agencies which are yet to meet these standards submit to the NSCB a plan of action in the form to be prescribed by the NSCB.
