Affirming the Agreement Entered into by and between the National Statistics Office (NSO) and the University of the Philippines' College of Mass Communication Foundation (UPCMCF) in the Solicitation of Corporate Sponsors for Census 2000

AFFIRMING THE AGREEMENT ENTERED INTO BY AND BETWEEN THE NATIONAL STATISTICS OFFICE (NSO) AND THE UNIVERSITY OF THE PHILIPPINES' COLLEGE OF MASS COMMUNICATION FOUNDATION (UPCMCF) IN THE SOLICITATION OF CORPORATE SPONSORS FOR CENSUS 2000

WHEREAS, Batas Pambansa Blg. 72 provides for the taking of an integrated census every ten years beginning in 1980, in accordance with plans prepared by the National Census and Statistics Office (NCSO), now National Statistics Office (NSO);

WHEREAS, a Census of Population and Housing, Census 2000, will be conducted in May 2000;

WHEREAS, to ensure the successful conduct of the Census 2000, it is crucial that public support be mobilized for the census activities and that people's awareness of the role of accurate data in planning the country's future be increased;

WHEREAS, the University of the Philippines' College of Mass Communication Foundation (UPCMCF) is one of the leading institutions for communication research and training in the country. It has a track record in undertaking public communication campaign to increase people's awareness and involvement in a number of government activities;

WHEREAS, the NSO has entered into a partnership with the UPCMCF to package Census 2000 information and accompanying multi-media materials to reach the general public;

WHEREAS, the UPCMCF proposes the tapping of corporate sponsors to increase the resources for the communication campaign and in return, the sponsors' logo will appear in the census stickers to be posted on the housing units after completing the interviews or in the census enumerators' paraphernalia.

WHEREAS, the Department of Justice, in Opinion No. 51, s. 1999, dated July 1, 1999, indicated that NSO can validly seek/solicit private corporate contributions to defray the cost of certain activities of census taking, without violating any existing Philippine law or regulation;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board affirm the agreement entered into by and between the NSO and the UPCMCF in the solicitation of corporate sponsors for Census 2000 to mobilize public support and to increase people's awareness and involvement in the census taking.
