To further help policy and decision makers and various private industries across the country, through its Statistical Survey Review and Clearance System (SSRCS), the Philippine Statistics Authority (PSA) approved the conduct of the 2015-2016 Integrated Survey on Labor and Employment (ISLE) and the 2016 Occupational Wages Survey (OWS) on 30 May 2016 which are both conducted every two (2) years.
- employment increased in all major industry groups: the agriculture sector grew by 40.6 percent; services sector, by 22.9 percent; and, industry sector, by 7.6 percent.
- services sector employs two (2) in every three (3) employed individual.
- the share of industry sector fell to 29.9 percent from 32.2 percent in 2012.
- 76.9% of the 34,579 establishments implemented a smoke-free workplace, a top preventive and control measure that was implemented.
- about 40.7% of the establishments employing 20 or more workers did not implement occupational safety and health policy program on emergency response preparedness.
- workers from National Capital Region (NCR) posted the highest daily wage rates of unskilled workers across the Philippines with PhP 462.00.
- on full-time basis, time-rate workers from information and communications industry received PhP 22,262.00, the highest median monthly basic pay; representing a 20.7 percent increase from 2012.
- workers from the agriculture, forestry and fishing industry earned the lowest median monthly basic pay (PhP 8,449.00).
- NCR had the highest median monthly basic pay with PhP 13,748.00 while those individuals working from Caraga Region earned the lowest among regions with PhP 7,647.00.
The 2015-2016 ISLE and 2016 OWS were both reviewed and cleared for conduct under the SSRCS of PSA, a mechanism being implemented by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of RA No. 10625 to:
- ensure sound design for data collection;
- minimize the burden placed upon respondents;
- effect economy in statistical data collection;
- eliminate unnecessary duplication of statistical data collection; and,
- achieve better coordination of government statistical activities.
In line with this, the public is enjoined to support the said survey.
