The Philippine Statistics Authority (PSA) approved the clearance for the conduct of the 2019 Monthly Integrated Survey of Selected Industries (MISSI) and the 2019 Producer Price Survey (PPS) on 16 January 2019.

The 2019 MISSI aims to provide planners and policy makers in both government and private sectors with timely flash indicators on the performance of growth-oriented industries in the manufacturing sector. Data are used as inputs to monitor the business cycle of key manufacturing sectors of the economy.

The 2019 MISSI collects data on employment, compensation, value of production, sales from manufacturing activity, other income, inventories of finished products, work-in-progress and raw materials and capacity utilization.

Meanwhile, the 2019 PPS aims to collect producer price data of manufactured commodities by specifications/brand names for the generation of the Producer Price Index (PPI). The PPI measures yearly and monthly changes in the producer prices of key commodities in the manufacturing sector. It is used as deflator in the MISSI to derive indicators such as the Volume of Production Index (VoPI) and Volume of Net Sales Index (VoNSI).

A total of 1,000 establishments with 20 or more employees will be covered in MISSI while 1,000 establishments will be selected to participate in the PPS. The two surveys will utilize a total of Php 17.99 million (Php 12.12 million for MISSI; Php 5.87 million for PPS) for maintenance and other operating expenses such as travelling expenses, supplies and printing of materials.

Per Executive Order (EO) No. 352 (Designation of Statistical Activities that will Generate Critical Data for Decision-making of the Government and Private Sector), preliminary results of the MISSI and PPS are scheduled to be released 45 days after the reference month. The advance release calendar of the preliminary results of the MISSI and the PPS are as follows:

Meanwhile, the preliminary results of the November 2018 MISSI and PPS are as follows:

  • The Value of Production Index (VaPI) for the manufacturing industry reflected an annual year-on-year growth rate of 2.1 percent in November 2018.
  • Textiles industry contributed largely to the increase of VaPI registering a 54.4 percent growth. This was followed by seven other major industries that registered two-digit increments in VaPI, namely: tobacco products (45.3%), petroleum products (35.8%), miscellaneous manufactures (30.8%), beverages (26.0%), paper and paper products (20.7%), electrical machinery (18.2%) and non-metallic mineral products (10.6%).
  • The Producer Price Index (PPI, 2000=100) for manufacturing slightly increased at a rate of 0.3 percent in November 2018 from a decline of 0.6 percent during the same period of the previous year. The upturn could be attributed to the increases of 14 out of 20 major industry groups with tobacco products posting the highest increase of 19.7 percent.

Both surveys were reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.
