The Philippine Statistics Authority (PSA) approved the clearance for the conduct of the 2021 Updating of the List of Establishments (ULE).

The statistical activity is a nationwide undertaking which aims to provide an updated and reliable sampling frame for the census and surveys of establishments and enterprises. It also aims to capture the changes in the distribution and characteristics of establishment business units due to emerging industries and the current business trends.

Data from the List of Establishments (LE) are used by the government in the formulation of policy recommendations and in monitoring and implementation of industry development programs in the country.  The data are also used by the private sector in identifying business opportunities, preparation of marketing plans, and as input to business/industry research and studies. As the source of frame for establishment-based and enterprise-based surveys, the LE data provides bases for sampling and coverage decisions

An establishment is defined as an economic unit which engages in one or predominantly one kind of economic activity; under a single ownership or control, that is under single legal entity; and, at a single fixed physical location.

The updating activity will be conducted on 10 May to 31 July 2021 and will cover an estimate of 1.3 million establishments nationwide.

b. Business Address
c. Contact Information
d. Economic Area
e. Role in Franchising Agreement
f. Legal Organization
g. Economic Organization
h. Nationality of Owner/Major Stockholder/Contributor
i. Economic Activity or Business
j. E-Commerce Transactions
k. Year Started Operation
l. Total Employment and Paid Employees
m. Workers on Sub-Contract Agreement or Under Manpower Agencies/Contractors
n. Total Assets (in range)
o. Name and Address of Parent Company
p. Total Number of Branches
q. Maximum Farm Capacity of Establishments Engaged in Livestock and Poultry
r. Animal Inventory of Establishments Engaged in Livestock and Poultry

The 2021 ULE was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

a. ensure sound design for data collection,
b. minimize the burden placed upon respondents,
c. effect economy in statistical data collection,
d. eliminate unnecessary duplication of statistical data collection efforts, and
e. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all establishment business units to support the nationwide conduct of the 2021 Updating of the List of Establishments (ULE) by providing the required information. An authorized PSA interviewer will visit the establishment to conduct a personal interview. If personal interview is not possible, options to provide information through other modes are available such as: Self-Administered Questionnaire in either printed form or fillable-pdf format; Accomplishment of Online Inquiry Form; and, thru telephone interview.
