The Philippine Statistics Authority (PSA) granted clearance to the survey materials for the Impact Evaluation Study on Awang-Upi-Lebak-Kalamansig-Palimbang-Sarangani Road Project on 07 December 2018. The survey is a project of the National Economic and Development Authority Region XII, which will be conducted by the Institute for Socio-Economic Development Initiatives (ISEDI) - Ateneo de Davao University.

The impact evaluation study aims to:

  • evaluate the achievement of the project’s development objectives
  • evaluate the benefits and gains and impact of the project
  • evaluate the effectiveness of the road’s sustainability mechanism
  • identify and validate innovative and effective approaches and strategies including lessons learned that could be adopted in the design and implementation of similar or related interventions in the future

Some of the major items to be collected from this activity include the following:

  • Household information - contact address, ethnicity, religion, sex, civil status, etc.
  • Household assessment and characteristics - presence of electricity, materials used for roof and walls, tenure status, household assets, etc.
  • Household income, expenditures, and savings
  • Household access to basic infrastructure and services
  • Peace and security
  • Agricultural production
  • Respondent’s perception/assessment to the road project

The survey will utilize a total budget of Php 3.2 million for personal services and maintenance and other operating expenses.

Data collection will start in January 2019. The results of the survey are expected to be released in April 2019.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.

In line with this, households, business owners, and key informants from regional line agencies and local government units are enjoined to support the said statistical activity. Further, the PSA is only mandated to review and clear the survey materials through the SSRCS. In the event that the survey proponent hires a third-party entity to undertake the survey on their behalf, kindly note that the PSA, by any means, does not have control over the agreement between the survey proponent and the third-party entity.
