The Philippine Statistics Authority (PSA) clears the conduct of 2020 Labor Turnover Survey (LTS).

The LTS is a semi-annual survey conducted by PSA to generate data on labor turnover and job vacancies as useful indicators of labor demand and general business situation of the country. Results of the survey will provide government and the private sector a complete picture of labor demand and job turnover.

The 2020 LTS will cover 1,209 establishments in the National Capital Region (NCR) and will utilize a total budget amounting to PhP 2.3 million. The survey is scheduled to be conducted from July to August 2020. Results of the survey are expected to be released in December 2020.

Labor turnover refers to the change in the employment of an enterprise during a reference period resulting from permanent or temporary additions to employment   and separations of workers from the enterprise.

Meanwhile, key results from the 2nd Quarter  2019 LTS released in February 2020 are as follows:

  1. Labor turnover rate, which is the ratio of the number of employees who leave a company through attrition, dismissal or resignation to the total number of employees during the period, registered at 1.1 percent in the 2nd quarter of 2019. The low turnover rate during the period implies a positive employment growth of establishments employing 20 and over in Metro Manila.
  2. Accession rate for the quarter was placed at 9.5 percent which indicates that 95 workers per 1,000 employed were hired either for business expansion or to replace separated workers.
  3. Meanwhile, separation rate or the number of workers that either laid-off or left their jobs during the said period stood at 8.3 percent which implies 83 workers were separated from their jobs per 1,000 workers.
  4. The main reason for termination of workers cited by employers were due to project completion (38.2 percent) while those who quit from their jobs were being hired by other company (37.4 percent).
  5. A record of 96,135 job openings were mostly attributed to services sector (91.3 percent), followed by industry sector (8.4 percent) and the agriculture sector (0.3 percent).

The 2020 LTS was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  • ensure sound design for data collection,
  • minimize the burden placed upon respondents,
  • effect economy in statistical data collection,
  • eliminate unnecessary duplication of statistical data collection efforts, and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins establishments in NCR to participate in the survey.
