The Philippine Statistics Authority (PSA) approved the clearance for the conduct of the 2021 Palay Production Survey (PPS), and the 2021 Corn Production Survey (CPS).

The 2021 PPS is a quarterly survey that aims to generate estimates of palay production and area harvested covering a total of 26,660 (April); 19,320 (July); 20,440 (October); and 23,720 (December) palay farming households in the Philippines. The survey will utilize a budget of PhP 43.1 million.

Latest results of the PPS showed that:

a. The palay production for the period of October to December 2020 of 7,391.83 thousand metric tons was 1.4 percent lower than the 7,493.98 thousand metric tons of palay produced during the same period in 2019;
b. About 1,812.73 thousand hectares of land were harvested for palay from October to December 2020; and
c. The yield per hectare increased by 0.2 percentage points, from 4.07 metric tons from October to December 2019 to 4.08 metric tons in the same quarter of 2020.

On the other hand, the CPS is a survey being conducted by the PSA to generate estimates on corn production and area harvested. A total budget of PhP 26.3 million will be utilized for the survey, to cover 24,720 (April); 13,080 (July); 21,100 (October); and 20,700 (December) corn farming households in the country.

The following were the key results of the October to December 2020 CPS:

a. The corn production reached 1,652.57 thousand metric tons from October to December 2020, which declined by 0.3 percentage points from 1,658.32 thousand metric tons recorded during the same period in 2019;
b. The total area harvested for corn production for the period of October to December 2020 was 561.82 thousand hectares; and
c. The yield per hectare declined by 1.02 percentage points, from 2.97 metric tons from October to December 2019 to 2.94 metric tons in the same quarter of 2020.

Meanwhile, both surveys will be undertaken during the first ten (10) days of April, July, October, and December 2021. Results of PPS and CPS are scheduled to be released 40 days after the reference quarter as prescribed in the System of Designated Statistics (SDS).

The 2021 PPS and CPS were reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

a. ensure sound design for data collection,
b. minimize the burden placed upon respondents,
c. effect economy in statistical data collection,
d. eliminate unnecessary duplication of statistical data collection efforts, and
e. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins palay and corn farming household to support and participate in the survey by providing the information needed. An authorized PSA interviewer will visit the palay and corn farming households to conduct a personal interview.
