The Philippine Statistics Authority (PSA) granted the clearance for the conduct of the Evaluation of the Implementation of the Policy on Alternative Work Arrangements in Selected Government Agencies and Local Government Units (LGUs) in the National Capital Region (NCR). The survey will be conducted by Asian Social Project Services Inc on behalf of the National Economic and Development Authority (NEDA).

The survey has the following objectives:

a. Identify the different frontline and non-frontline services that the selected national government agencies (NGAs) and local government units (LGUs) offer, the volume of transactions, and the extent of digital transformation already in place during the pre-pandemic era;
b. Identify the services provided by the selected NGAs and LGUs that have always been provided through digitalization to understand to what extent these services continued and the factors that contributed to any disruptions;
c. Determine the services traditionally offered in-person and the extent to which they were able to adapt to alternative work arrangements; and
d. Examine the measures that the agencies put in place to respond to the needs of their employees to transition to the new normal and how much was required for them to COVID-proof the workplace.

The following are the data to be collected in the survey:

a. Socio-demographic Characteristics
b. Support Mechanisms for Alternative Work Arrangements
c. Alternative Work Arrangement Set-up
d. Assessment of Alternative Work Arrangements

The survey will interview a total of 600 frontline and 600 non-frontline employees from five selected NGAs and six LGUs in NCR from the last week of December 2021 to second week of January 2022. Survey results are expected to be released on 28 January 2022.

The Evaluation of the Implementation of the Policy on Alternative Work Arrangements in Selected Government Agencies and LGUs in the NCR was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

a. ensure sound design for data collection;
b. minimize the burden placed upon respondents;
c. effect economy in statistical data collection;
d. eliminate unnecessary duplication of statistical data collection efforts; and
e. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the frontline and non-frontline employees of the selected NGAs and LGUs in NCR to support the said survey by providing the required information.
