The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Pre-assessment Survey in Pilot Areas of the Project “Resilient Education Information Infrastructure for the New Normal (REIINN)” at Geographically Isolated and Disadvantaged Areas (GIDAs) of the Department of Science and Technology – Advanced Science and Technology Institute (DOST-ASTI).

The Project REIINN is an initiative led by the DOST-ASTI that focuses on developing application frameworks and infrastructures to support the shift to remote learning and narrow the digital divide in the country.

This survey aims to collect baseline data regarding the current status of connectivity and factors affecting the learning methods in Project REIINN’s pilot area. It also aims to help the communities with their living conditions by bridging the digital divide especially aimed at education, through the use of both technologies, the LokaLTE and RuralCasting.

The survey will collect data from households, individuals and schools in two pilot areas, namely Brgy. San Andres, Tanay, Rizal and Brgy. Looc, Castillejos, Zambales on the 4th week of July 2023. The results of the survey are expected to be released in September 2023.

Major data items to be collected in the survey are as follows:

  1. demographic characteristics (occupation of the head of the family, highest educational attainment);
  2. access to connectivity (quality of internet connection, frequency of internet usage in a week, fund allotted to the internet); and
  3. assessment in the delivery learning methods (common difficulties in performing tasks, awareness on government projects related to education).

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all sampled households, individuals and schools in the pilot areas to participate in the survey by providing truthful information.
