The Philippine Statistics Authority (PSA) clears the conduct of the Survey on 2021-2022 Research and Development (R&D) Expenditures and Human Resources in the Government, Higher Education Institutions (HEIs) and Private Non-profit Institutions (PNPIs). The survey will be conducted by the Department of Science and Technology (DOST).

The survey will interview a total of 270 government agencies, 430 public HEIs, 330 private HEIs, and 60 PNPIs to gather statistical data on R&D activities, specifically expenditures and human resources data from government agencies, HEIs, and PNPIs. 

The following are the major data items to be collected in the study:

  1. in-house R&D personnel;
  2. in-house R&D expenditures;
  3. source of funds for in-house R&D;
  4. categories for in-house R&D expenditures;
  5. R&D funds provided to other institutions; and
  6. published scientific papers in local or international journals.

The result of the survey will serve as basis for setting R&D directions and priorities, and formulating policies and programs. The results will also be used to update the S&T indicators in the Philippine Development Plan (PDP) and the Sustainable Development Goals (SDGs).

A total budget of PhP 3.2 million will be utilized for the survey covering survey field operations, online survey subscription, supplies and materials, printing expenses, and communication expenses. The survey will commence in February 2023 and the results are expected to be released in October to December 2023.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all concerned government and private institutions nationwide to support and participate in said survey by providing the required information.
