The Philippine Statistics Authority (PSA) approved the conduct of the 2019 Annual Poverty Indicators Survey (APIS) on 11 June 2019.

The 2019 APIS is the thirteenth in a series of poverty indicators survey conducted nationwide since 1998. It is designed to provide estimates for
non-income poverty indicators and gather data on the socio-economic profile of families and other information that are related to their living conditions which serve as inputs to the Multidimensional Poverty Index (MPI).

The data items to be collected in the survey include the following:

• Demographic and socio-economic characteristics of families
• Water supply, sanitation, and hygiene (WaSH) indicators
• School attendance of persons aged 3-24 years old
• Highest educational attainment of persons 5 years old and over
• Access to social protection programs
• Access to government services

The APIS is a rider survey to the July round of the Labor Force Survey (LFS) and will cover 45,000 sample households nationwide. The survey will utilize PHP 64.6 million to cover all expenses related to the preparation and conduct of the survey.

Key results from the 2017 APIS Final Report released in July 2018 are as follows:

• More than half of families (50.6%) have their water supply piped into their dwelling while 24.4% of families sourced their water from a protected well.
• In terms of drinking water, around 4 out of 10 families (38.6%) buys from water refilling stations followed by drinking water piped into their dwelling at 20.3%
• Families using toilet facilities flushing to a septic tank accounts for 69.5% of the total families while 5.7% of the total families do not have toilet facilities.

The 2019 APIS was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No.10625 to:

• ensure sound design for data collection;
• minimize the burden placed upon respondents;
• effect economy in statistical data collection;
• eliminate unnecessary duplication of statistical data collection efforts; and
• achieve better coordination of government statistical activities.
