The Philippine Statistics Authority (PSA) cleared the conduct of the 2017 Farm Prices Survey (FPS) through the Statistical Survey Review and Clearance System (SSRCS) on 6 June 2017.
The 2017 FPS intends to update data on estimates of farmgate or producer prices which are to be used in the periodic valuation of the outputs produced by the agricultural sector and serve as a guide for policy making and for farmers and raisers for their decision making.
The 2017 FPS covers 81 provinces in the Philippines for the crops and backyard livestock and poultry farms with a maximum of 25 farmers per commodity per province; and 60 provinces covered in the commercial livestock and poultry with a maximum of eight farms per animal type per province.
The total budget allocated for the survey amounted to Php 17.1 million to cover supplies, travelling, printing, and other expenses necessary in order to successfully gather all data needed.
PSA conducts FPS every last 10 days of the month. Results of the survey are scheduled to be released 45 days after each quarter except for the last quarter of the year which would be available 30 days after the reference quarter. Monthly statistics on national and subnational farmgate prices can be accessed at: http://countrystat.psa.gov.ph.
The major data items to be collected are:
- Trade location of crops
- Weight and price of crops
- Quantity of crops, livestock, and poultry sold
- Total receipts and total freight costs of crops, livestock, and poultry
- Trade of livestock and poultry by location
- Classification of livestock and poultry by purpose
- Weight and price per head/ bird/ piece of livestock and poultry
Recent results of the FPS showed that:
- During the period January to March 2017, prices received by farmers went up by an average of
3.3 percent. - The crop subsector registered an average of
2.0 percent increase in price. - Palay recovered from last year’s price cut and came up with a
4.5 percent increment during the first quarter of 2017 due to higher buying price from traders. Meanwhile, the price of corn went down by9.4 percent during the quarter. - Prices in the livestock sector grew by an average of
6.0 percent. Meanwhile, in the poultry sector, prices inched up by an average of0.3 percent.
The SSRCS is a mechanism being implemented by the PSA by virtue of Rule 28 of the Implementing Rules and Regulations (IRR) of RA No. 10625 to:
- ensure sound design for data collection;
- minimize the burden placed upon respondents;
- effect economy in statistical data;
- eliminate unnecessary duplication of statistical data collection; and,
- achieve better coordination of government statistical activities.
