The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Household and Community Profiling Survey 2021 by the Philippine Institute for Development Studies (PIDS).

The PIDS Household and Community Profiling Survey 2021 aims to assess the veracity of the list of beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps). Specifically, this undertaking will verify the correctness of information of the list of beneficiaries and quantitatively measure the targeting effectiveness of the program in terms of identifying poor households as potential beneficiaries. Results of the survey will serve as the basis for improvements in the program data updating and monitoring systems.

The major data items to be collected from this undertaking are as follows:

  1. Household characteristics (household size and composition, characteristics of the housing unit, ownership of appliances, participation of household members in social services and programs, demographic characteristics of the household members, and economic shocks experienced by the household)
     
  2. Barangay community characteristics (presence of facilities, presence of street pattern/network, agricultural classification, kinds of establishments, and presence of informal settlers)

The survey will cover 3,000 households from the Listahanan or also known as the National Household Targeting System for Poverty Reduction (NHTS-PR)1. With a total budget of PhP 7.7 million, the survey will be conducted in March to April 2022 and results are expected to be released in November 2022.

This survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the households and barangays to support the 2021 Household and Community Profiling Survey by providing the required information.
