The Philippine Statistics Authority (PSA) approved the conduct of the 2020 Study on the Employment of Technical Vocational Education and Training (TVET) Graduates (SETG) of the Technical Education and Skills Development Authority (TESDA).

The results of the 2020 SETG will be used by the TESDA to evaluate the relevance and effectiveness of TVET programs. Specifically, the study will:

1. estimate the employment, absorption and skills utilization rates of TVET graduates;
2. estimate the length of job search in landing the first job;
3. analyze types of employment, TVET qualifications that have better chance of employment for the graduates;
4. compare the performance of certified TVET graduates vs. non-assessment passers in terms of employment;
5. identify the incentives given by the employer to the employed graduates who passed the competency assessment; and
6. identify reasons for unemployment and for not joining the labor force.

The data items to be collected from the TVET graduates include the following:

1. Profile (name, address, sex, educational attainment)
2. Training, competency assessment and certification
3. Employment status (before training, after training and during the survey)
4. COVID-19 related questions

A total of 6,488 TVET Graduates in the 2019 will be interviewed from November to December 2020  through telephone interview, e-mail and social media. The survey will utilize a total budget of PhP 1.4 million and the results will be released in January 2021.

Meanwhile, the 2019 SETG results with 2018 as reference year showed the following:

a. A total of 2.1M TVET clients graduated in 2018, with Region IV-A (CALABARZON) and National Capital Region (NCR) accounting for the biggest shares of graduates at 16.2% and 15.4% of the total graduates, respectively.
b. In terms of mode of training delivery, the institution-based programs recorded the largest portion of graduates with 62.4 percent of the 2.1 million TVET graduates in 2018.
c. TVET programs on tourism (31.8 percent) and social, community development sector (10.4 percent) recorded the most number of graduates.
d. About 97.8 percent of the TVET graduates were able to find a job in less than six months after graduation.
e. On the average, TVET graduates in 2018 received a monthly income amounting to PHP 14,371.54 after completing training.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

a. ensure sound design for data collection,
b. minimize the burden placed upon respondents,
c. effect economy in statistical data collection,
d. eliminate unnecessary duplication of statistical data collection efforts, and
e. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the 2019 TVET Graduates to support the said survey.
