The Philippine Statistics Authority (PSA) granted clearance to the conduct of the 2021 Study on the Employment of Technical Vocational Education and Training (TVET) Graduates (SETG) by the Technical Education and Skills Development Authority (TESDA).

The 2021 SETG generally seeks to evaluate the relevance and effectiveness of TVET programs. Specifically, this undertaking aims to:

  1. estimate the employment, absorption and skills utilization rates of TVET graduates;
  2. estimate the length of job search in landing the first job;
  3. analyze types of employment, TVET qualifications that have better chance of employment for the graduates;
  4. compare the performance of certified TVET graduates vs. non-assessment passers in terms of employment;
  5. identify the incentives given by the employer to the employed graduates who passed the competency assessment; and
  6. identify reasons for unemployment and for not joining the labor force.

Among the data items to be collected in the survey are the following:

  1. Socio-demographic profile of graduates;
  2. Training, competency assessment and certification;
  3. Employment status before training, after training and during the survey (employment rates, nature, type, industry and occupational job title of the employed TVET graduates, income/wage levels of employed graduates, length of job search, assessment and certification rates, skills utilization);
  4. Level of satisfaction of TVET graduates; and
  5. COVID-19 related questions.

With a total budget of Php 1.48 million, a total of 6,042 TVET graduates in 2021 will be selected and interviewed via telephone interview, email, and social media from February to March 2022. The results are tentatively scheduled to be released in April 2022.

This undertaking was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the selected TVET graduates in 2021 nationwide to support the said statistical activity by providing the required information.
