The Philippine Statistics Authority (PSA) clears the conduct of the 2021 Survey on Information and Communications Technology (SICT), a rider survey to the 2021 Annual Survey of Philippine Business and Industry (ASPBI).

The primary objective of the survey is to gather and generate information on the availability, distribution and access/utilization of Information and Communication Technology (ICT) in business and industry. The measurement of access and use will enable the assessment and monitoring of the digital economy in the country.

Information to be collected in the survey are as follows:

  1. ICT resources (number of ICT equipment, software, network channels, internet connection) of the establishments;
  2. Uses of ICT resources in the operations;
  3. Use of internet for other processes;
  4. Website of the establishments;
  5. E-commerce;
  6. Uses of cellular mobile phone/smart phone in selling and other business operation;
  7. Social media account of the establishment; and
  8. Purchase and disposal of ICT equipment.

Survey questionnaires will be distributed and collected to about 14,000 establishments nationwide in April to May 2022. The survey will utilize a total budget of PhP 23.2 million. The result of the survey is scheduled to be released in April 2023.

The 2021 SICT was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all the establishments to support the 2021 SICT by providing the required information. Authorized PSA interviewers will visit the establishment to distribute and collect the questionnaire. If face to face collection is not possible, questionnaires can be submitted online through the SICT webpage: https://sict.psa.gov.ph.
