The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2022 Study on the Employment of TVET Graduates (SETG) by the Technical Education and Skills Development Authority (TESDA).

The 2022 SETG aims to evaluate the relevance and effectiveness of TVET programs which will serve as a tool for determining policy recommendations in guiding TESDA in its planning and policy-making functions for the whole TVET sector. Specifically, the study aims to:

  1. describe the socio-demographic of TVET graduates;
  2. describe the training program attended;
  3. estimate the employment and labor force participation rate;
  4. analyze other factors related to employment such as length of job search, income, among other;
  5. compare the employment rates between categories of different attributes of interest, such as certified graduate vs. non-certified, TESDA Technology Institutions (TTI) vs. non-TTI, male vs. female;
  6. estimate skills utilization rate of TVET graduates;
  7. determine the level of satisfaction of TVET graduates in their training program attended; and
  8. analyze the association of employability of graduates with pertinent factors.

Major data items to be collected in the survey are the following:

  1. socio-demographic data;
  2. employment status;
  3. nature, type, industry and occupational job title of the employed TVET graduates;
  4. income/wage levels of employed graduates;
  5. length of job search;
  6. assessment and certification level; and
  7. skills utilization

The survey will interview 6,208 TVET graduates in the year 2021 in February 2023. A total budget amounting to PhP 1.9 million will be utilized and the survey results are targeted to be released in April 2023.

This undertaking was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of RA No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all TVET graduates to support and participate in the survey by providing the required information.
