The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2023 Study on the Employment of Technical-Vocational Education and Training (TVET) Graduates (SETG) by the Technical Education and Skills Development Authority (TESDA). The activity will evaluate the relevance and effectiveness of TVET programs and will serve as a tool for determining policy recommendations in guiding TESDA in planning and policymaking for the whole TVET sector.
Specifically, SETG aims to:
a. describe the socio-demographic of TVET graduates;
b. describe the training program attended;
c. estimate the labor force participation rate at the national and regional level;
d. estimate the employment rate at the national and regional level, and other subdomains;
e. analyze other factors related to employment such as length of job search, income, among others;
f. compare the employment rates between or among categories of different attribute of interest, such as certified graduate vs non-certified, TTI vs non-TTI, male vs female, among others;
g. estimate skills utilization rate of TVET graduates at the national and regional level;
h. determine the level of satisfaction of TVET graduates in their training program attended; and
i. analyze the association of employability of graduates with pertinent factors.
The activity will utilize a total budget of PhP 1.6 million to interview 6,315 TVET graduates in 2022 nationwide to participate in the survey from September to December 2023 with the results scheduled to be released in June 2024.
The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of RA No. 10625 to:
a. ensure sound design for data collection;
b. minimize the burden placed upon respondents;
c. effect economy in statistical data collection;
d. eliminate unnecessary duplication of statistical data collection efforts; and
e. achieve better coordination of government statistical activities.
In line with this, the PSA enjoins all TVET graduates to support and participate in the survey by providing the truthful information.
