The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Ex-Post Evaluation (EPE) of the Agrarian Reform Communities Project Phase II (ARCP II) by the National Economic and Development Authority (NEDA). The survey will be conducted by CPRM Consultants, Inc. (CPRMCI), a third-party organization contracted by NEDA.

The survey aims to determine the project’s contribution to the country’s development goals, its efficiency, effectiveness, and the sustainability of its results. The results of the survey also aim to inform policy and decision-making on current and future public investments and other intervention, particularly for projects in the agriculture and agrarian reform sector. Specifically, the evaluation will examine how the ARCP II adapted to changes in the context of the project and changes in the needs and issues facing target beneficiary communities and institutions; and how the issues and challenges and their impacts on the project relevance were addressed. It will also gather insights from the target beneficiaries of ARCP II.

The survey will be conducted in October-November 2020 and will interview a total of 153 households from the provinces of Camarines Sur, Eastern Samar and Zamboanga del Norte. The target respondents should be a member of rural-based organization (RBO) with the following criteria:

  1. currently residing in the barangay;
  2. residing in the barangay before 2009; and
  3. currently farming.

Among the data items to be collected in the survey are the following:

  1. Socio-Demographic characteristics (age, sex, marital status)
  2. Household economic characteristics (income, occupation)
  3. Other household characteristics (housing type, construction materials)
  4. Farm profile, output and income (type of ecosystem, type of crop, area harvested, quantity harvested and sales)
  5. Assessment of project interventions

A total budget amounting to PhP 419 thousand will be utilized in the survey. The results of the survey are expected to be released in December 2020.

This undertaking was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection,
  • minimize the burden placed upon respondents,
  • effect economy in statistical data collection,
  • eliminate unnecessary duplication of statistical data collection efforts, and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the selected farming households to support the said survey. Meanwhile, the PSA would like to inform the general public that the PSA is only mandated to review and clear the survey material through the SSRCS. In the event that the survey proponent hires a third-party entity to undertake the survey on their behalf, kindly note that the PSA does not have control over the agreement between the survey proponent and the third-party entity.
