The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Survey for the Outcome Evaluation of the Public Management Development Program (PMDP) by the Philippine Institute for Development Studies (PIDS) in cooperation with the Development Academy of the Philippines (DAP). The survey will be conducted by People’s Dynamic, Inc. (PDI), a third-party organization contracted by PIDS.

The survey aims to assess the immediate and long-term outcome of PMDP on an individual and institutional levels. Specifically, it aims to:

a. Assess how PMDP graduates perform in their respective work assignments after graduating from the program;
b. Document scholars’ application of gained learnings and developed competencies from their PMDP experience, in and outside their workplace as well as in their professional lives; 
c. Evaluate attributable indications of intermediate program outcomes at the individual and institutional levels, and to a certain extent, final program outcomes; and
d. Determine other unintended outcomes, either positive or negative, that may have been achieved as a result of scholars’ participation in the program.

A total of 1,455 government employees nationwide will be targeted to participate in the survey from September to October 2021. This statistical undertaking will have two sets of respondents, namely 1) 291 PMDP graduates from 2012 to 2019 from National Government/Regional Line Agencies and Government-Owned and Controlled Corporations, and 2) 1,164 Control participants. Control participants are comparable individuals to the PMDP graduates in terms of salary grade level and other observable characteristics in the same government office at the time of the graduate’s application to PMDP. The questionnaire will be self-administered using an online platform or will be sent through e-mail depending on the most convenient mode of the participants. The survey will utilize a total budget amounting to PhP 2.47 million, and the survey results are scheduled to be released on December 2021.

Among the data items to be collected in the survey are the following:

a. Respondents and current agency's information (respondent profile, agency profile, current position, compensation, and years in public service);
b. PMDP related information (individual/organization who initiated participation in the program, and types of support and significant contributions to the respondent’s fulfillment of program;
c. Post-PMDP experience (recommendation of the program to colleagues, alternative institutional offerings, adoption of re-entry plan, change of work assignment after PMDP, contact with fellow graduates in a professional level, and proposed and adopted innovations);
d. Program outcomes (Self-rating on individual competency changes, and individual and organizational impacts); and
e. Psychometric assessment

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

a. ensure sound design for data collection;
b. minimize the burden placed upon respondents;
c. effect economy in statistical data collection;
d. eliminate unnecessary duplication of statistical data collection efforts; and
e. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the selected government employees nationwide to support the said statistical undertaking by providing the required information.
