The Philippine Statistics Authority (PSA), through the Standards Service, granted clearance for the conduct of the “2023/2024 Integrated Survey on Labor and Employment (ISLE)”. The proponent of this statistical activity is the PSA’s Social Sector Statistics Service.
The 2023/2024 ISLE aims to generate an integrated data set on employment of specific worker groups, occupational shortages and surpluses, job-related training of workers, occupational safety and health practices, occupational injuries and diseases, and productivity improvement programs and gainsharing practices. These data inform policies and programs on employment, work conditions, and industrial relations; contribute to Sustainable Development Goal 8 on economic growth and decent work; support studies on industry trends; and assess the progress of decent work in the country.
With a sample of 16,600 establishments, the major data items to be collected by the 2023/2024 ISLE include:

In addition, the 2023/2024 ISLE’s questionnaires will be distributed and collected from September to December 2024, and the survey results are expected to be released in September 2025.
Conducted simultaneously with the 2024 Occupational Wages Survey (OWS), the two surveys’ total budget is over PhP 42.0 million.
The 2023/2024 ISLE was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS). This mechanism is implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:
Ensure sound design for data collection
Minimize the burden placed upon respondents
Effect economy in statistical data collection
Eliminate unnecessary duplication of statistical data collection efforts
Achieve better coordination of government statistical activities
In line with this, the PSA encourages all sampled establishments to participate in this statistical activity by providing accurate and truthful information.
