The Philippine Statistics Authority (PSA) renewed the clearance for the Labor Turnover Survey (LTS) on 8 May 2017 through the Statistical Survey Review and Clearance System (SSRCS).
 
The LTS is a quarterly survey conducted by the PSA, which aims to generate data on labor turnover (accession and separation rates) and job vacancies as useful indicators of labor demand and the general business situation in the National Capital Region (NCR). 
 
For this year’s conduct of the LTS, a total of 1,372 enterprises were extracted from the 2016 List of Enterprises to serve as survey respondents. The frame consists of 15,765 business firms/enterprises in NCR with an employment size of at least 20. The total cost of the survey is Php 2.0 million to cover supplies, token, professional services and conduct of users’ forum.

Labor turnover refers to the change in the employment of an enterprise during a reference period resulting from accession and separations of workers. Accessions are permanent or temporary additions to employment in the enterprise due to expansion of business activity, replacement of separated workers and employment resulting from changes in methods/technology of production or service.

On the other hand, separations are terminations of employment due to quits or termination initiated by the employees and layoffs or terminations initiated by the employers due to economic reasons (e.g., lack of market, financial losses, redundancy, end of contract) and non-economic reasons (e.g., gross negligence, absence without official leave).
 
Key results of the Fourth Quarter 2016 LTS are as follows:
  • Labor turnover rate in the NCR is estimated at 3.4 percent in the fourth quarter of 2016. Though slightly lower than the employment growth in the previous quarter, this was a marked improvement from the 0.6 percent labor turnover rate in the same period in 2015.
  • Accession rate due to either expansion or replacement was registered at 11.1 percent or 111 workers for every 1,000 employed joined the workforce.
  • Meanwhile, the separation rate in enterprises declined by 0.9 percentage points from the previous year at 7.8 percent, which implied that for every 1,000 employed, 78 workers were either terminated or quitted their jobs.
The SSRCS is a mechanism being implemented by the PSA by virtue of Rule 28 of the Implementing Rules and Regulations (IRR) of RA No. 10625 to: 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection; and, 
  • achieve better coordination of government statistical activities. 
In line with this, enterprises in NCR are enjoined to support the said survey.
